Study On The Policy And Implementation Of Financial Support Agricultural Credit Guarantee In Shanxi Province

Financial support is the driving force for the development of agricultural industrialization,and financing loan is the most direct and common way for agricultural subjects to obtain funds.Due to the lack of suitable collateral and the high risk caused by the uncertainty of agricultural production and management,it is difficult for farmers to obtain loans and upgrade agricultural industrialization.In this context,a series of policies have been introduced to help agricultural operators obtain loans and operational funds by providing special agricultural policy guarantees for agricultural operators,so as to promote the development of agriculture.Based on the content of the financial support agricultural credit guarantee policy issued by the central government,this paper sorts out the relevant provisions for the implementation of the guarantee policy formulated by Shanxi Province and the establishment of provincial policy implementation institutions.Through the policy implementation data of the provincial agricultural credit financing guarantee company in Shanxi Province and the data of related industries,it analyzes the implementation effect of the financial support agricultural credit guarantee policy in Shanxi Province.Analyze problems and make suggestions.Under the background of industrial transformation,it has a strong reference significance for improving the effect of financial support agricultural credit guarantee in Shanxi Province.After establishing a relatively complete policy-based agricultural credit financing guarantee system,Shanxi Province has introduced relatively comprehensive policies and regulations related to business development and risk prevention and control.On the premise of ensuring the good implementation of the "dual control" policy,the agricultural load business has been promoted steadily,the risk control has been basically stable,and the agricultural load products conforming to the characteristics of agricultural production in Shanxi Province have been innovated.However,there are still some problems in the implementation of the policy: the anti-guarantee system is not consistent with the actual situation in Shanxi Province,the Agricultural credit guarantee company product innovation is insufficient,the data information is not enough,the recovery system is not perfect.Based on the advanced experience of foreign financial support for agricultural development and the advanced experience of domestic provincial agricultural credit guarantee system,this paper puts forward relevant suggestions to improve the implementation effect of Shanxi provincial financial support agricultural credit guarantee policy: Improve the anti-guarantee system with broadening the scope of collateral as the core,enrich agricultural credit guarantee products by increasing the difference and flexibility of agricultural products,constantly improve the rural credit evaluation system with the help of the Internet and other technical means,enrich the forms of recovery and improve the recovery system,and perfect the national guarantee measures from the law and insurance aspects.
