Rural Lowest Living Guarantee (hereinafter referred to as "dibao") is a social relief system to ensure national income of the poor who is difficult to maintain the most basic life, not only to maintain the social harmony, to adjust income distribution, but also directly related to the survival of the poor.As a major agricultural province, after long-term efforts,anhui provice has established a relatively perfect rural lowest living security system,but in the implementation of the " dibao " work in anhui province, still has a lot of resistance and obstacle, and have a series of problems.Based on this, we select the Anhui "dibao" work for the study,and hopes to specific analysis, effectively solve the difficulties and problems in the work of the "dibao" work.This paper analyzed the "dibao" of Anhui Province include coverage, object, lowest standards, the staff and supporting measures, make a comparative study about the present situation of urban and rural in anhui province,pointed out that the overage is small, the object is difficult to determine, the security level is low,the work is difficult, low efficiency, lack of relevant laws and regulations, supervision mechanism is weak, shortage of funds, lack of dynamic management and a series of problems.Then analyzes the reason, the objectivity of "dibao" target identified needs to be improved, the determination standard of " dibao " subsidy needs to be improved, the "dibao" investment is low, lack of relevant laws and regulations in "dibao" work, the work efficiency is low.Finally gives relevant countermeasures and suggestions:First,establish a scientific method of verification of income, check and ratify the object strictly,emphasizes the public of the object and continuous tracking for "dibao" families.Second, in combination with the regional situation,adjust measures to local conditions,give full consideration to the local economic development level, price level, etc.,analyze specific issues,establish a rational standard of the "dibao" work.Third, increase the capital investment, cover more "dibao" population, emphasize to do the "dibao" propaganda work,take various measures to improve the "dibao" coverage.Fourth, improve the system of the "dibao", improve laws and regulations,combined with the actual situation in rural areas,give different guidance and advice.Fifth, establish a scientific and efficient supervision system,not only strengthen the inside and outside supervision of administrative organs, but also requires the executive to supervise the "dibao" target.At last, introduce the "dibao" workers, establish a scientific and efficient work team,improve efficiency,yield twice the result with half the effort.
