Study On S Town Government Promoting The Development Of New Rural Collective Economy

In the report of the 20 th National Congress of the Communist Party of China,the development of the new rural collective economy was discussed,and it was pointed out that the way to increase farmers’ income and become rich could be broadened through the development of rural characteristic industries and the development of agricultural moderate scale operation.The new No.1 central document issued in 2023 also clearly pointed out that the development of the new rural collective economy should not only focus on the improvement of the operating mechanism,but also focus on exploring diversified development ways to improve the collective economic income and service driving capacity.As the end of the power,the township government should not only obey the arrangement of the superior government leaders,but also consider the difference of the township resource endowment when promoting the development of the new rural collective economy,which to some extent affects the play of its subjective role.In recent years,in order to promote the development and expansion of the rural collective economy,the town government of S has combined the revitalization of idle resources with the construction of beautiful villages,and has successively created "Xiangyuan Flower Sea","Hongyan 99 Strawberry Greenhouse","Chaoyu,Habitat" and other homestay projects to drive the villagers to increase income and become rich.However,during the in-depth actual visit and investigation,we learned that there are still some problems in the town,such as "typical problems are not prominent,weak villages still exist,and industries are not sustainable".Specifically,the problems are mainly manifested as follows: the rural collective excessively relies on special financial allocations,the contradiction between S town government’s economic development and land protection,the weak links in the development of rural collective economy and the lack of sustainability in the development of existing industries.The reason lies in the weakness of the village collective economy and the lack of financial advantages,the lack of the "one game" idea in the implementation of government policies,the serious dependence of village cadres on the government,the low level of farmers’ participation,the backward talent team construction,the inadequate role of the government,the weak industrial transformation and upgrading,and the lack of competition in products.In view of the above problems,it is suggested that the S township government can provide financial support for the development of the village collective by improving financial assistance and making good use of the rural collective stock economic cooperative platform;Balance the relationship between land protection and economic development through flexible use of land policies;We will build a sound development environment in an all-round way through the flexible distribution of living subsidies for the secretary of the village party organization,the strengthening of diversified incentives,the establishment of special funds,and the cultivation of "three rural" talents;By guiding the large-scale,professional and brand development of planting,extending the industrial chain,improving the value chain and promoting the integration of agriculture and tourism,we can promote the optimization and refinement of existing industries,Strive to promote the long-term development of S town government in developing and expanding the new rural collective economy.
