The Research Of Rural Collective "Three-Capital" Management In Hengyang

"Three-capital" management of rural collective is the basis of China's rural financial management, it is also the basis of collective asset management, land contract management and the burden on farmers'management, which refers to the farmers' vital interests, only seriously work well at "three-capital" management, can we protect the fundamental benefit of peasants and defend their own legal rights and interests, therefore, enhancing the rural "three-capital" management has become an important guarantee for China's rural economy development. Since China's reform and opening up, China's rural economy development have achieved great achievements, farmers' income improved continuously, living standards and quality have got great improvement; Based on that rural areas kept capital's ownership, the right of use and beneficiary right unchanged, China's partial countryside area gradually carrying out that service agents implement proxy service for the management of the rural collective funds, which has obtained a better effect on clearing capital's interest and allocation, but the exploration and implementation of agency service still existed problems such as unsound system, ineffective system implementation and pay much attention to capital instead of assets and resource management. Based on practical work, this thesis regards "three-capital" management of rural collective in Hengyang county as study subject, analyzing the current situation of "three-capital" management of rural collective in Hengyang county, discussing existed problems on rural collective asset management in Hengyang county and further analyzing the reasons caused, raising the related policy suggestion so as to provide reference for "three-capital" management of rural collective.Firstly, this thesis introduces the selected topic background, purpose and meaning, the researching methods and contents of this thesis was determined by collecting and collating the related documents on "three-capital" management of rural collective from scholars at home and abroad; secondly, analyzed the rural economic and social development in Hengyang county, the conditions of "three-capital" management of rural collective, system construction and specific practice for "three-capital" management of rural collective, pointing out that there existed five problems for current "three-capital" management of rural collective in Hengyang county:inefficient financial management system, irregular finance and file management of principal-agent center, low level for village-level accountants, formalistic village-level financial disclosure and occasionally rural cadres corruption; thirdly, analyzed the existed problems and main performance; finally, putting forward the related suggestions for "three-capital" management of rural collective in Hengyang county.
