Performance Evaluation Of Social Insurance Fund Projects

Social insurance is the security system covering the largest and most extensive group of Chinese,and it is the basic welfare of the people.It plays an important role in maintaining the stability of the country,promoting the smooth operation of the economy and ensuring the people’s livelihood.It not only meets the people’s needs for a better life,but also effectively improves the people’s sense of gain,happiness and security.At present,the social insurance industry is developing rapidly,with the fund scale expanding and the level of security increased obviously.However,in recent years,the violations of social insurance regulations have occurred frequently in our country,which has seriously affected the security integrity of social insurance funds and been harmful to the public interests.One reason is that social security evaluation has not yet formed the complete system.Another reason is that at present,there are few researches and achievements related to the social insurance evaluation system in the academic circle,and there are no corresponding standards for the performance evaluation methods of social insurance fund projects.Therefore,it is very important to construct a more perfect social insurance evaluation system to standardize the development of social insurance.Therefore,in order to improve the security of social insurance funds and effectively protect the interests of the people,this paper intends to explore the factors affecting the performance of social insurance fund projects,and build a set of social insurance fund project evaluation index system applicable to the grass-roots management departments on this basis,so as to ensure the operation legally of the funds.Through the research of domestic and foreign literatures on social insurance funds and existing policies,the development status of social insurance funds is comprehensively understood.Under the guidance of theories,factors affecting the performance of social insurance funds are screened out by consulting experts and using literature analysis.Based on the selected factors and with the design idea of focusing on management operation,combining risk management and paying attention to sustainability,a performance evaluation index system is constructed with finance,social public,internal management,learning and growth as the backbone and 14 secondary indexes and 27 tertiary indexes as specific indexes.DEMATEL was used to sort out the relationship between indicators,draw the causal diagram on this basis,then calculate the weight using ANP model,and finally calculate the mixed weight by combining the two methods.Taking region X as an example,adopting the cloud model to evaluate the performance of social insurance fund projects in Region X,and the evaluation level is good and close to excellent.The results show that the development of social insurance fund in Region X is in a good state,which also indicate that the evaluation index system constructed in this paper is relatively scientific.According to the analysis of the evaluation results,it is found that the fund operation sustainability is low and the performance management awareness is poor.On this basis,the corresponding improvement suggestions are put forward at the end of this paper.
