At present, in the process of running China's social insurance fund, it has exposed a number of serious problems:low rate of social insurance premium,expenditure expansion,low return of fund investment,regulatory weakness,repeated illegal use of funds and so on. These problems arise partly from the design of the system not being compatible with the actual needs and partly from social insurance fund management with some problems. One of problems is lack of objective evaluation system of the social insurance fund management performance. While the social insurance fund operation and management are related to the social stability and people's livelihood important issues. Establishing Scientific and reasonable performance evaluation mechanisms of social insurance fund management will help the social insurance fund management correctly reflect the effect of policy decisions and timely identify and correct problems and guarantee the social security system to be maintaining continuously in healthyA performance evaluation mechanism isn't often used in China's social insurance fund management. Even if it exists, it just done through the application of the government auditing practices or internal management evaluation methods, and the evaluation bodies is dispersed. So it is difficult to form a unified,comprehensive social security fund performance evaluation system. We can see that our country has not yet formed the system of social insurance fund performance evaluation system. This dissertation explores how to establish and improve China's social insurance fund performance evaluation mechanisms from basic theory to a comprehensive index system. Specifically, the paper includes the main contents as follows:First of all, the dissertation discusses the related concepts and theoretical basis. Then the dissertation introduces the contents of the social insurance fund management in accordance with management process and the concept of performance evaluation. Coming next, the dissertation analyses practical significance of the social insurance fund management performance evaluation. Then through in-depth discussion of the relationships between the insured persons, government departments (Labor and Social Security sector), and social insurance agencies tripartite, we can find that social insurance fund management performance evaluation is based on the theoretical foundations, including public fiduciary economic responsibility to the relationship theory and cost-effectiveness theory. Then discuses the basic problems about the performance evaluationSecondly, the dissertation analyzes the development of China's social insurance fund management performance evaluation, which is based on the basis of the relationship (interactions) between the social insurance fund management and performance evaluation and the current situation of Social Insurance Fund Management to discussFinally, the dissertation mainly describes how to set up China's social insurance fund management performance evaluation mechanisms. From this section,you can see the designed performance evaluation system:the professional performance appraisal organization with a high degree of independence or a similar government departments in nature as the central subject, through designing a reasonable performance evaluation indicators, considering the economy. efficiency,effectiveness,equity,quality of information about Social Insurance Fund Management, operate performance evaluationFrom a theoretical point of view, this dissertation discuses how to establish and improve a more systematic and comprehensive China's social insurance fund management performance evaluation mechanism, and makes the logic of ideas for establishing the social insurance fund management performance evaluation clear, and provides a theoretical guidance and direction for further research about specific aspects of the performance evaluation.
