As one of the key and difficult issues that need to be solved in the field of circular economy,the recycling of used and waste electrical and electronic equipment(WEEE)is gradually attracting attention and focus as a part of the "14th Five-Year Plan" circular economy development plan.However,the recycling of WEEE is still facing many problems,with a large volume of WEEE but a low recycling rate,serious irregular recycling and dismantling activities of WEEE,and high uncertainty in the reuse of WEEE.In order to improve the resource efficiency of WEEE,it is necessary to manage the closed-loop supply chain process of WEEE recycling.In other words,risk analysis,risk evaluation and risk control are carried out for the recycling,dismantling,disassembled material sorting and recycling and remanufacturing processes of WEEE,and reasonable and effective risk control strategies for WEEE are explored.Firstly,through literature research and systematic analysis,the risk sources of the closedloop supply chain of WEEE are identified and analyzed from the four processes of recycling,dismantling,sorting and recycling of dismantled materials and remanufacturing of WEEE.This is followed by the calculation of the risk value of the WEEE closed-loop supply chain using the entropy weight method and the mutation level method,so as to achieve a comprehensive evaluation of the risk of the WEEE closed-loop supply chain and finally determine the risk level status of the WEEE closed-loop supply chain.Then,based on the four risk control strategies of penalty strategy,green low-carbon strategy,tax incentive strategy and fund subsidy strategy as risk control tools,the risk control model of the closed-loop supply chain of WEEE is constructed using system dynamics,and the equations of the variables are determined and the sensitivity test of the model is completed.Finally,the constructed risk control model is simulated numerically in terms of different combinations of risk control strategies,simultaneous changes in the degree of risk control and single change in the number of risk control strategies.The study not only determines the risk hierarchy of the closed-loop supply chain of WEEE through calculation,but also constructs a system dynamics model for the risk control of the closed-loop supply chain of WEEE.Finally,the analysis reveals the impact of different combinations of risk control strategies and different degrees of risk control strategies on the risk of the closed-loop supply chain of used electrical and electronic products in the context of the real situation,and draws management insights from the implementation of risk control strategies in the closed-loop supply chain of used electrical and electronic products.The findings of the study include: the risk level status of the closed-loop supply chain of WEEE is determined to be medium risk status.The number of risk control strategies which is adopted in the closed-loop supply chain of WEEE is not absolutely better,but the right combination of risk control strategies can also play a good risk control effect.The degree of risk control strategies in the closed-loop supply chain of WEEE is not absolutely higher,but the appropriate degree of risk control strategies can also play an effective role in risk control.The research results not only achieve a comprehensive evaluation of the risk of the closedloop supply chain of WEEE,but also reveal the impact of different numbers,combinations and degrees of risk control strategies on the risk of the closed-loop supply chain of WEEE,which is more conducive to the risk control of the closed-loop supply chain of WEEE.More importantly,it also enables the government and enterprise managers to have a more comprehensive understanding of the advantages and limitations of the implementation of risk control strategies,helping the government and enterprise managers to play the role of risk control strategies more effectively,providing a basis for the government and enterprise managers to use risk control measures to control the risk of the closed-loop supply chain of WEEE.This will enable better risk management of the closed-loop supply chain of WEEE,and provide decision support for the green governance and sustainable development of WEEE.
