Since the reform and opening-up of China entered the new development stage,the national economy level continuously improved,the international status of our country is also increasingly high,the impact of the world development has become more and more far-reaching.But in the actual development of China’s current situation,due to the rapid economic development of the economic,uneven share,widening income gap,and regional imbalance is continuously growing.What people expect it is not only the high—speed development of economy,but to be able to enjoy economic development brings more tangible results."China has entered a new era,in which the contradiction between unbalanced and inadequate development and the people’s ever-growing needs for a better life has become the principal contradiction facing our society," the report to the 19 th National Congress said.Therefore,on the basis of steadily advancing reform and development,how to solve the problem of unbalanced and inadequate development has become our main goal at present.Among them,the imbalance between urban and rural development,the continuous expansion of urban and rural income and other problems have become more prominent,and gradually become the focus of attention of the society and the people.As the path to common prosperity expands,it is particularly important to assess the impact of policies and measures on the economy and people’s livelihood.The premise of common prosperity is a good development environment,and policy is an important factor to narrow the urban-rural income gap.In this paper,the policies implemented in the period of poverty alleviation in Jiangsu and Zhejiang provinces were taken as quasi-natural experiments,and the samples were divided into experimental group and control group.Using the panel data of counties in Jiangsu and Zhejiang from 2012 to 2019,this paper studies the effects of the poverty alleviation policy in Jiangsu and Zhejiang Province during the 13 th Five-Year Plan period from the perspective of urban-rural income gap.Based on poverty theory,development economics theory,public goods theory and public choice theory,hypothesis 1 is proposed after analyzing the relationship between urban-rural income gap and farmers’ income.In the context of increasing poverty alleviation efforts during the13 th Five-Year Plan period,the "poverty alleviation" policy will still have the effect of narrowing the urban-rural income gap in developed areas,and this effect is caused by the increase of rural income more than that of urban income under the condition of diminishing marginal returns in cities.After analyzing the relationship between basic public services and farmers’ income,hypothesis 2 is proposed: the "poverty alleviation" policy increases farmers’ income by improving local basic public services.I This paper analyzes the effect of urban-rural income gap using the method of difference,and analyzes the impact of policies on Jiangsu and Zhejiang from a macro perspective,the results show that:(1)During In 2016-2019,the implementation of poverty alleviation policies in Jiangsu and Zhejiang significantly reduced the urban-rural income gap and achieved the goal of balanced development between urban and rural areas;(2)The reduction of urban-rural income gap by the "poverty alleviation" policy is indeed caused by the increase of rural income more than that of urban income;(3)The higher level government’s implementation of the "poverty alleviation" policy is aimed at improving basic public services and infrastructure construction to help farmers achieve higher income.In general,poverty alleviation policies and measures have greatly reduced the urban-rural income gap,which proves that the poverty alleviation policies in Jiangsu and Zhejiang are very effective.In certain poverty alleviation policy results,based on the empirical analysis of the regression results,in order to further narrow the income gap between urban and rural areas,developing rural economy,improve the farmers’ income,realize common prosperity,this paper puts forward several recommendations,including improving the official examination system,increasing the financial input in "three rural" development,improve the infrastructure construction and the construction of public service and various docking rural revitalization.
