In response to climate change,China promised to decrease carbon intensity by 60%-65% in 2030 as compared to that 2005 and to reach the peak of CO2 emissions in 2030 at the 2015 Paris Summit.As the center of national economic and social development and the main source of carbon emission,city play an important role in realizing the development of low carbon and coping with climate change.Low carbon development of city is the necessary way of urban development in China.At present,the construction of low-carbon city in China is still under the exploration stage.In order to give a reasonable proposal for the construction of low-carbon city,it is necessary to give a scientific and reasonable evaluation to the effect of low-carbon pilot cities.Therefore,this paper evaluates the effect of China’s low-carbon pilot cities on carbon intensity.First of all,this paper defines the connotation of low-carbon city,and generalizes the literature and theory related with low-carbon city.Secondly,based on the reviews about the development of low-carbon cities at home and abroad,the problems in the construction of China’s low-carbon city is analyzed.Thirdly,taking the 15 subprovincial cities of China as the example,this paper makes a quantitative analysis of the effect of the low-carbon pilot cities in China by using difference-in-difference method.The results show that the project had a significant effect on carbon intensity,and this effect was positive which lead to an increase in carbon intensity of about 50%.Meanwhile,the factors influencing the low-carbon pilot cities is also studied.Results show that for the sub-provincial cities with high economic level in eastern China,the effect of low-carbon city on carbon intensity is more significant.Finally,based on the above analysis,this paper puts forward policy suggestions for the future development of China’s low-carbon city.
