| In order to improve the national governance system and the modernization of management capacity,to deal with the widespread tax evasion behaviors of enterprises, our tax collection and management practice has moved towards the road of "Tax by tickets" to "Tax by data".Since 2013,we have started the "Golden Tax Project III".The "Golden Tax Project III" on-line marks our government strengthening tax collection and administration ability. It strengthens the government’s regulation on enterprise information. As we can see, government management has multiple impacts on enterprises.Enterprise is the main part of market economy. It is an important participant of market activities. Also, enterprise behavior is an important part of market economic activities. The study of enterprise behavior is of vital significance to understand the law of market economy.Firm boundary is not only an important aspect of firm theory research, but also an important strategic index of firm management and decision-making in practice. It has become an important topic in firm theory research since last century.A firm with a smaller vertical boundary can actively participate in market competition, and form core advantages and innovation incentives. The study of the vertical boundary can help us understand the behavior of scale expansion better, which has forward-looking enlightenment for us.Our paper takes the "Golden Tax Project III" as a quasi-natural experiment research. We study the impacts of the tax collection and administration based on big data, and try to study in what ways it affects enterprises’ vertical boundary. Then we analyze its mechanism, and discuss the heterogeneity. Also, our conclusions are helpful for policy evaluation.Firstly, our paper studies the research results of scholars on tax collection and management. At the same time,we need to form the basis of this paper. Then we introduce the institutional background of the "Golden Tax Project III",and defines the related concepts.Secondly,we put forward the theoretical mechanism and hypothesis, and analyze the impacts of the "Golden Tax Project III" on the vertical boundary of enterprises from these aspects. One is reducing external and internal transaction costs and the other is raising tax.Thirdly,we use differences-in-differences method to analyze the data of manufacturing listed companies from 2010 to 2019 in CSMAR database. We find that the "Golden Tax Project III" has a negative effect on the vertical boundary of enterprises. In order to ensure the robustness of the results,we replace the explained variables, test parallel trend, exclude the interference of other events and eliminate outliers. As a result, the results are still robust and reliable. Then model is built with further study for the transmission mechanism. It is concluded that the "Golden Tax Project III" can reduce external and internal transaction costs to affect the enterprise vertical boundary, and raise tax to reduce the vertical boundary. Finally, our paper discuss the heterogeneity of the impact from four aspects: the property rights of enterprises, enterprise age, profitability and market value of enterprises. It is found that the impacts of state-owned enterprises, enterprises who are established earlier, more profitable enterprises and enterprises with higher market value, are more obvious.Based on the above research results, our paper summarizes the conclusions in the last part of the paper. |
