Research On The Fine Service Construction Problems And Countermeasures Of H City Tax Bureau

Tax revenue is an important starting point to promote the high-quality development of China’s economy and society.With the progress and development of information intelligent technology,taxpayers’ awareness of service needs is constantly awakened,and the traditional tax service mode of tax authorities has no longer can meet the actual needs of taxpayers.In March 2021,the two do "opinions" to further deepen the reform of tax collection and administration put forward specific requirements,clear "difference" period will continue to promote the construction of "fine service",realize tax service refinement,intelligent,personalized innovative change,strive to improve the tax compliance and social satisfaction,gradually reduce the cost,give full play to the tax in the governance of basic role,pillar,guarantee,realize economic and social development of high quality.This thesis selects the fine service construction of H Tax Bureau as the research object,starting from the fine,intelligent and personalized practice of tax service of H Tax Bureau,based on the new public service theory,tax compliance theory and government process reengineering as the theoretical basis.To taxpayer satisfaction and taxpayer demand as the evaluation standard,through the tax promotion guidance,tax service consulting,online tax and taxpayer rights and interests protection in seven aspects to carry out effective investigation and analysis and interviews with tax cadres,summarizes the current H city tax bureau problems in the "fine service",and in-depth analysis under the guidance of related theory.Combined with the actual situation of H city tax service,in view of the problems found,draw lessons from advanced experience at home and abroad,from the construction of tax service overall pattern,promote the construction of the rule of law,the implementation of the "digital tax" and promote "contactless" tax several big research promote fine service development path,improve and optimize the current tax service work,in order to H city and even the national reference on fine service construction research.According to this paper,H City Tax Bureau has made remarkable achievements in fine service construction,and the overall quality of tax service has been improved,but there are still problems that need to be further improved,such as unsatisfactory publicity effect,immature intelligent online tax handling,and not in-depth personalized service.Among them,the renewal and transformation of tax service concept is the foundation of fine service construction,the measures of "tax administration",streamlining tax process " and building intelligent tax payment platform are the main grasp of fine service construction,the improvement of tax law construction is the important guarantee of fine service construction,and the construction of tax talent team in the new era is the guarantee of continuous promotion of fine service construction.
