| Whole-process engineering consulting is oriented to the construction objectives of the owner,which can solve the current situation of fragmented services appearing in the traditional consulting industry and provide intensive and holistic consulting services for engineering projects.However,compared with engineering consulting in the traditional mode,whole-process engineering consulting has such characteristics as wide service scope,strong integration and many stakeholders involved,which brings new challenges to improve project governance performance.The whole process engineering consulting project can be regarded as a complex network organization,and the core of improving project governance performance is to solve the optimization of governance mechanism between owners and consulting units,and provide new ways to improve the governance performance of whole process engineering consulting project.Based on this,this thesis discusses the influence of governance mechanism on governance performance of whole-process engineering consulting projects from a network perspective,combined with the contextual characteristics of whole-process engineering consulting projects,so as to promote the improvement of governance performance of whole-process engineering consulting projects.Based on project governance theory and network governance theory,this thesis summarizes the governance framework of whole-process engineering consulting projects as contract governance,relationship governance and network governance through literature combing.Since the number of studies on governance of whole-process engineering consulting projects is small,this thesis identifies that contract governance contains three dimensions:clarity of joint authority and responsibility,compensation mechanism,and control configuration;relationship governance contains four dimensions: trust,communication,relationship maintenance mechanism,and consistency of goals;network governance Network governance includes three dimensions: network centrality,structural holes,and network density;project governance performance includes factors influencing project progress in line with expectations,satisfaction of all parties with the consulting work,and future benefits of the whole consulting unit.After that,the theoretical model of governance mechanism of whole process engineering consulting project is constructed,and the structural equation model is used to verify that contractual governance,relational governance and network governance all have positive effects on project governance performance;relational governance mediates between contractual governance and project governance performance generation;contractual governance mediates between relational governance and project governance performance generation;relational governance mediates between network governance and project governance performance generation;relational governance does not mediate between network governance and project governance performance generation.There is no mediating effect between network governance and project governance performance generation.Based on the research results,the following four suggestions are made for the governance of whole-process engineering consulting projects: i.Countermeasures for the contractual governance of whole-process engineering consulting projects,including improving the legal effectiveness of contracts,standardizing contract negotiations,and standardizing the design of contract clauses;ii.Countermeasures for the relationship governance of whole-process engineering consulting,including improving the communication mechanism of whole-process consulting projects,improving the trust level in whole-process consulting projects,and establishing reputation mechanism;iii,Countermeasures for network governance of whole-process engineering consulting projects,including attaching importance to constructing and maintaining network structure and strengthening business capacity of whole consulting units;iv.Comprehensive application of contractual and relationship governance,including recognizing the equal importance of contractual and relationship governance,cautiously applying contract enforcement,and trying to balance relationship governance and contractual governance. |
