Research On Risk Management Mechanism Of Communication Engineering Projects Based On Project Governance

With China's rapid development in information technology, the communication industry, as the strategic industry representing the level of national infrastructure and high technology, has increasingly become the superiority factor for a country or region restrict .Facing the growing domestic and international competition and rapid updates of communication technology, profit margins of telecommunication companies decline and the rate of elimination status accelerates. Moreover, as communication projects'technology is quite difficult involving many relatively independent stakeholders, and higher quality of customer service must be assured, the project management process is extremely difficult. However, the research currently in risk management of communication projects are mostly based on traditional ideas and paradigms in engineering projects, which do not provide a fundamental solution to the risks between stakeholders, so the project failure rate is still high.To consider the special characteristics of risk management in communication engineering projects, risk management mechanism is established based on project governance. The process is listed as follows: firstly by analyzing the current status of communication industry and investigating the relevant literature, the paper identifies the key problem, and then through literature review of project governance and risk management of communication projects, the content of the project governance is introduced in communication projects and the fulfillment of the stakeholders'needs is determined to be the final project objective; furthermore, the project objective can be defined using some risk identifying methods, the relationship between project goals and risk factors is established using QFD, the priority of the risk factors is assured by using ANP in order to establish the risk assessment model, lastly the paper applies the model in a China Telecom project to verify its operability; Finally, some industry solutions are provided to optimize the existing risk management measures.
