At present,trade protectionism is constantly rising,seriously impacting the global value chain division of labor system.Countries are gradually shifting important industries to domestic or regional areas,and the value chain is showing a trend of regionalization.At the same time,China’s original labor advantage is gradually disappearing,and in order to avoid falling into the trap of locking in the low end of the global value chain,it is necessary to build a regional value chain led by itself.The Asian network with China as its core is highly integrated with RCEP member countries.RCEP economies have their own advantageous industries and strong complementarity.China can continuously enhance its value chain division of labor by undertaking high-end manufacturing industries in Japan and South Korea,enhancing its independent innovation capabilities and optimizing and upgrading its industrial structure.At the same time,RCEP clarified the scope and scope of tariff reductions,reduced trade risks and costs,and accelerated the free flow of production factors within the region.Based on the above background,this article studies the impact of import tariff concessions between China and RCEP member countries over the years on China’s participation in the Asia Pacific value chain.Due to the fact that the division of labor status in the value chain can to some extent reflect a country’s profitability in the value chain,this article focuses on studying the impact of import tariff concessions on China’s Asia Pacific value chain division of labor status.Firstly,this article reviews relevant literature and theoretical foundations,and analyzes the theoretical mechanism of the impact of tariff concessions on China’s position in the Asia Pacific value chain division of labor.Secondly,this article analyzes the current status of import tariffs between China and RCEP member countries,as well as the status of China’s division of labor in the Asia Pacific value chain.Once again,this article selects relevant data from 2007 to2016,starting from the perspective of tariff concessions for intermediate and final goods,and uses a bidirectional fixed effect model to analyze the impact and mechanism of tariff concessions on the upgrading of China’s Asia Pacific value chain division of labor status.Finally,this article proposes relevant suggestions based on empirical results.This article draws the following conclusions through empirical analysis:(1)The decrease in import tariffs on final products has significantly promoted the improvement of China’s Asia Pacific value chain division of labor status and the embedding of forward participation,and the steady improvement of forward participation has become a key factor supporting the upgrading of value chain division of labor status.Although tariff reduction on intermediate goods has a promoting effect,the effect is not significant.(2)The reduction of final product tariffs has promoted the enhancement of the Asia Pacific value chain division of labor and the embedding of forward participation in general manufacturing and capital intensive industries,while intermediate product tariffs have hindered the enhancement of the value chain division of labor in these industries.At the same time,the tariff reduction of intermediate goods has promoted the enhancement of the division of labor status and the embedding of forward participation in the Asia Pacific value chain of high-tech industries.(3)The implementation of tariff reduction measures by China on the final products of RCEP developed countries has significantly promoted the continuous rise of the division of labor position in the Asia Pacific value chain and the embedding of forward participation.(4)The reduction of final product tariffs has promoted the increase in the quantity and quality of imported products,and the improvement of imported product quality is the key to achieving the upgrading of China’s position in the Asia Pacific value chain division of labor.Based on empirical results,this article proposes the following suggestions from both tariff and industry perspectives:(1)Encourage enterprises to fully utilize RCEP tariff preferential policies.(2)Improve the tariff collection and management system,and increase the utilization rate of tariffs.(3)Actively participate in CPTPP negotiations and promote multilateral tariff negotiations.(4)Strengthen industrial integration with RCEP member countries.(5)Encourage enterprises to innovate independently and increase investment in research and development.(6)Improve the efficiency of production factor allocation.
