China has entered a historical stage of solidly promoting common prosperity.However,the problem of unbalanced and insufficient development between urban and rural areas in China is still prominent,and the dual structure relationship between urban and rural areas has led to unbalanced development and a large income distribution gap between urban and rural areas,which has become a real obstacle to promote common prosperity.As the core of China’s economic and social relations,the urban-rural relationship,if not solved properly,will affect social harmony and modernization.Since the founding New China,the Communist Party of China has been actively exploring good urban-rural relations based on the national conditions at different times.In the new era,the Party and the State have opened a stage of exploring the integrated development of urban and rural areas.At this stage,promoting integrated urban-rural development is not only an inevitable requirement for reshaping new urban-rural relations,but also a key grasp for promoting common prosperity in urban and rural areas,and a necessary way to realize socialist modernization.In the 20th Party Congress report,General Secretary Xi Jinping stressed the need to "adhere to the integrated development of urban and rural areas and smooth the flow of urban and rural elements." The "Central Document No.1" of 2023 also clearly indicates that we should "promote the integrated development of urban and rural areas in the county.Sound institutional mechanisms and policy systems for the integrated development of urban and rural areas,and smooth the flow of urban and rural elements." This provides a fundamental guideline for the theoretical and practical development of urban-rural integration in China and indicates the way forward.Therefore,based on the background and theoretical guidance of achieving common prosperity,it is of great theoretical and practical significance to promote the integrated development of urban and rural areas to narrow the gap between urban and rural development and income and break the urban-rural areasdual structure.The development of urban-rural integration has received extensive attention and discussion from domestic and foreign scholars,and many research results with both practical and theoretical significance have been achieved.However,only some scholars have focused on studying urban-rural integration development from the perspective of the commonwealth.Based on the perspective guided by the theory of common prosperity,this paper integrates interdisciplinary and comparative research,literature,case study,field survey,and in-depth interview methods.It combines commonality and individuality,theory and practice,and discernment and empirical evidence.Finally,taking Village A in Luzhou City,Sichuan Province as a research whole,we seek to explore the practical path of urban-rural integration development in remote rural areas of the west in a more systematic and comprehensive manner,and explore and reflect on the policy design of promoting urban-rural integration with the county as an important carrier and the practice and theory of narrowing the urban-rural gap to achieve common prosperity between urban and rural areas.The whole paper follows the logical idea of "raising the problem-theoretical overview-history-review of the current situation-path analysis" and can be divided into three significant parts to justify the research topic:The first part is the introduction.This part systematically describes the study’s theoretical significance and practical value,and focuses on the current research progress and dynamics.Based on this foundation,the basic idea of this study is clarified,its logic and research method are clarified,and the innovation points and important and difficult points of the study are summarized and analyzed.Finally,Village A in Luzhou,Sichuan,was selected as a case study,which was briefly introduced and the reasons for its selection were explained.This constitutes the logical starting point of the study.The second part is the foundation part of the thesis(chapters 2 and 3).This part analyzes the theoretical overview and historical evolution of urban-rural integration development in the context of common prosperity,which provides the theoretical pavement and historical foundation for the later chapters 4 and 5.In the theoretical overview,the connotation of urban-rural integration development in common prosperity is first interpreted,and its theoretical foundation is summarized.Then,we explain the inner logic of commonwealth and urban-rural integrated development from several aspects,and on this basis,we discuss the necessity of promoting urban-rural integrated development in the context of the commonwealth from three dimensions: real needs,urban-rural gap,and socialist modernization.In terms of historical evolution,the three periods from the stage of allowing cities to take the lead and the urban-rural disparity to become more and more solidified,to the stage of promoting urban-rural coexistence and the gradual foundation of common prosperity for urban-rural residents,to the stage of promoting urban-rural integration and the gradual reduction of urban-rural disparity show the struggle and development of the Communist Party of China in leading the people to narrow the urban-rural gap and promote urban-rural co-development in an attempt to realize common prosperity for urban-rural residents.The third part is the central part(chapters 4 and 5).This part studies the current situation review and path selection of urban-rural integration development in Western China under the perspective of common prosperity.Firstly,the progress made by village A in fighting poverty and promoting the development of urban-rural integration is summarized;secondly,the obstacles faced by village A,such as the low-income level and the gap between villagers,the poor spirit of urban and rural residents’ ability to get rich,and the poor social conditions for villagers to get rich together,are summarized and revealed;finally,the three factors that restrict the development of urban-rural integration under the perspective of common prosperity are analyzed in depth,to provide a target for the research of the paths to be explored later.Based on the reality review,the general experience is extracted from the individual experience to propose replicable countermeasures to promote the development of urban-rural integration in western rural areas under the perspective of common prosperity,based on the three dimensions of material economic foundation,personal ability and spirituality of rural residents,and institutional mechanism environment to help villagers increase and stabilize their income.In conclusion,by systematically studying the development of urban-rural integration in the context of common prosperity in Western China,the leading innovative ideas of this paper can be summarized as follows: First,the paper deeply understands and clarifies the connotation,requirements and values of urban-rural integration development from the strategic perspective of common prosperity,outlines the inner logical connection between the two,and analyzes and argues the necessity of promoting the development of urban-rural integration in the context of common prosperity.Secondly,the thesis is the first time to thoroughly sort out the historical process of urban-rural integration development in China over the past century in the context of the commonwealth.Third,the thesis enriches the main contents of urban-rural integration development in the context of common prosperity,including material and spiritual prosperity.Fourth,based on analyzing the actual situation of urban-rural integration development in a specific local village in the context of the common wealth,the thesis proposes a practical path of urban-rural integration development in western rural areas in a small way.
