| China’s service sector has entered the era of integrated development.The unreasonable structure of the service sector and the low degree of integration with other sectors have become the main reasons that restrict the modernization of the service sector.In the background of digital economy,driven by information technology with advanced manufacturing sector and modern agriculture,deep integration of modern service sector is becoming the main direction of service sector transformation and upgrading.Therefore,the impact of information infrastructure construction on the service sector upgrading needs to be systematic investigated.This investigation can not only enrich the research related to the industrial structure upgrading,but also has important implications for the construction of modernized industrial system and the layout of new national infrastructure construction.Based on the existing literature,this paper focuses on the following aspects: firstly,a theoretical framework is constructed based on the theoretical foundation of economics;secondly,the pilot policy of the "Broadband China" strategy is used as a quasi-natural experiment,and panel data of prefecture-level cities from 2009-2019 are used to identify the impact of information infrastructure construction on the structural upgrading of the service industry,and validity tests,robustness tests and endogeneity issues are discussed;finally,the paper investigates the transmission mechanism and moderating effects.This paper finds that(1)information infrastructure development significantly contributes to the structure upgrading of service sector.This conclusion still holds after the validity tests,robustness tests and endogeneity problem discussion.(2)mechanism analysis shows that advancing human capital,alleviating financing constraint and upgrading technological innovation are the main paths for information infrastructure construction to promote the structure upgrading of service sector.(3)moderating effect analysis shows that the level of marketization and digital economy policy intensity positively moderate the impact of information infrastructure construction on the structure upgrading of service sector.Based on the above findings,corresponding policy recommendations are proposed: First,further increase the investment in information infrastructure and promote information technology innovation to enhance the supply capacity of information infrastructure;Second,strengthen the transformation role of information infrastructure construction on traditional factors of production;Third,play the role of effective market and active government in regulating the structural upgrading effect of information infrastructure service sector. |
