In The Process Of Agricultural And Rural Modernization Research On The Differential Development Of Small Farmers

Small farmers are an important foundation for the modernization of agriculture and rural areas.The development of modernization of agriculture and rural areas in China has brought a once-in-a-lifetime opportunity for the development of small farmers,but also brought certain practical problems,so it is crucial to improve the development level of small farmers.In the report of the 19 th Party Congress,the cultivation of new agricultural business entities such as farmers’ cooperatives and the organic linkage between small farmers and modern agricultural development is proposed as an important task,and China has proposed for five consecutive years to realize the "organic linkage between small farmers and modern agricultural development".It is of strategic significance to grasp the changes in the current situation of smallholder development based on regional differences and their internal mechanisms to enhance the development capacity of smallholder farmers and formulate different countermeasures.The current research on the organic linkage between agricultural and rural modernization and small farmers has laid a good theoretical foundation for the development of small farmers,and a lot of research has been conducted on the current situation,dilemmas and responses of small farmers in the process of agricultural and rural modernization,and some theoretical consensus has been formed at the macro level;however,at the practical level,the existing research results are mostly macro policy guiding studies due to the significant geographical differences and individual differences of small farmers in China.However,at the practical level,the existing research results are mostly macro policy guidance studies,which are difficult to solve the micro-level problems,and no scientific policy system has been formed to help small farmers develop effectively in the process of agricultural and rural modernization.Accordingly,this paper examines the current situation of smallholder development in three provinces,identifies the development mechanisms of smallholder development in different regions,and realizes the dynamic assessment and improvement of smallholder development level.Based on the theory of rural revitalization,the theory of agricultural modernization,and the theory of regional differentiation,this paper constructs an index system for evaluating the development level of small farmers,uses multiple linear regression models and the gray correlation method,uses statistical data and field research data,analyzes the current situation of small farmers’ development in the above three provinces,and analyzes the differentiated development of regional small farmers.Finally,we propose targeted countermeasures to enhance the differentiated development of smallholder farmers.The main findings include.(1)The policy knowledge of smallholder farmers in plain areas and hilly and mountainous areas of Hunan Province is lower than that of smallholder farmers in Hubei Province to a certain extent,while the decision-making willingness of smallholder farmers in three regions of Hunan Province is higher than that of smallholder farmers in Hubei Province.Compared with the mechanization level of smallholder farmers in Hubei Province,the choice level of smallholder farmers in three regions of Hunan Province is overall lower than that of Hubei Province from the two important aspects of tillage and harvesting,and the mechanization level is to a certain extent The mechanization level is also lower than that of Hubei Province.(2)In terms of policy awareness of small farmers in mountainous areas of Guizhou province,Dadi village > Catchang village > Banner village;in terms of mechanization level,Dadi village > Catchang village > Banner village;in terms of policy satisfaction,Dadi village > Catchang village > Banner village.(3)From the perspective of agricultural mechanization,Hubei Province has the most significant weeding method of paddy fields in the plain area,and its improvement can improve the level of agricultural mechanization;for every unit change in the former,the latter can improve 95.9%;in Hunan Province,mainly the tilling method of dry land in mountainous areas is the most significant,and for every unit improvement in it,the level of agricultural mechanization can improve 83.6%;in Guizhou Province,mainly the harvesting method of dry land in mountainous areas in Dadi Village is the most significant.The harvesting method in Guizhou Province is the most significant,and the mechanization level can be increased by 96.8% for each unit increase.(4)In terms of smallholder integration,in Hubei Province,smallholder farmers in the plain area have the most significant policy knowledge,and the level of smallholder integration can be increased by 84.9% for each unit increase;in Hunan Province,smallholder farmers in the hilly area have the most significant degree of agricultural material network procurement,and the level of smallholder integration can be increased by 97% for each unit increase;in Guizhou Province,smallholder farmers in the mountainous area of Catchang Village have the most significant degree of willingness to integrate into new agricultural business entities.In Guizhou Province,small farmers in the mountainous area of Catchang Village have the most significant degree of willingness to integrate into new agricultural business entities,and the level of integration can be increased by 87.7% for each unit increase.(5)From the gray correlation analysis,we can see that the mechanization driver plays a positive role in promoting the development level of small farmers and can promote the development of small farmers to the greatest extent,followed by the land policy driver and finally the agricultural material input degree driver,so the development level of small farmers should be promoted from the perspectives of improving the utilization level of agricultural machinery and promoting relevant agricultural policies.Based on the above research results,this paper puts forward the following policy recommendations:(1)build an agricultural social service system to consolidate the external guarantee for small farmers;(2)promote institutional innovation and reform to meet the development needs of the times;(3)build an organizational mechanism system to promote the transformation and development of farmers;(4)strengthen the role of collective leadership to guarantee the healthy development of agriculture;(5)broaden financial support channels to solve the worries of farmers in the transition period(6)strengthening scientific and technological training and improving information service capacity;(7)strengthening internal and external market linkage and improving farmers’ development capacity;(8)playing the leading role of modern industries and improving farmers’ economic benefits;(9)promoting the dissemination of science and technology and improving mechanization assistance capacity;(10)drawing on the development experience of Hubei Province and playing the role of small farmers’ demonstration.
