The probabilistic hesitation fuzzy multi-attribute group decision-making method introduces probability and hesitation into decision-making problems at the same time,which can improve the reliability and accuracy of decision-making results,and has become a research hotspot in recent years.However,there are still many problems,such as too complex calculations and difficult access to probabilistic data.Based on this,this paper converts the group decision-making data into a membership degree set with probability information,and obtains a probabilistic hesitation fuzzy decision matrix.A new calculation formula for calculating the fuzzy similarity of probability hesitation in vector units is proposed,which greatly simplifies the calculation process.Finally,a probabilistic hesitant fuzzy multi-attribute group decision-making method based on TOPSIS and ELECTREII.methods is proposed,and it is applied to the evaluation of the comprehensive green and low-carbon transformation of enterprises in Henan Province.The results show that the new similarity calculation formula and the two algorithm models proposed in this paper have high accuracy and the calculation process is relatively simple.The main research work of this thesis can be described as follows:1.By analyzing the similarities between soft sets and probabilistic hesitant fuzzy sets in multi-attribute group decision-making,this paper proposes a new probabilistic hesitant fuzzy similarity calculation formula based on soft sets,which is simpler to calculate and more accurate in results.The validity of the proposed formula is verified.2.Based on the idea of TOPSIS algorithm,this paper constructs a TOPSIS multi-attribute decision model based on probability hesitation fuzzy set,and applies the newly proposed similarity formula to the calculation between the ideal solution,which greatly simplifies the calculation process.Based on the idea of ranking through the level relationship ranking of the ELECTRE II method,the fuzzy set of probability hesitation fuzzy set(in)agreement set and(not)consistency matrix are constructed,so as to complete the ranking between schemes and obtain the optimal scheme.3.Under the background that China put forward the dual goals of "carbon peak" and "carbon neutrality" and Henan Province as the backbone of the central region actively responding to the call,this paper applies the two proposed models to the evaluation of the four pilot enterprises of the comprehensive green and low-carbon transformation of pilot enterprises in Henan Province,and expands the theoretical expansion of the evaluation system of the comprehensive green and low-carbon transformation of enterprises,so as to promote Henan Province to achieve the goal of carbon peak and carbon neutrality faster and better.
