The 14 th Five-Year Plan period is a crucial period for China to transform old growth drivers and strengthen new ones.As an important support for the stable development of the national economy,the manufacturing industry plays an important guarantee role on the road of high-quality development.However,at present,China’s manufacturing industry still has problems such as slowing growth and uneven development,and it needs new growth drivers to promote the transformation from an industrial power to an industrial power.As a new product of the integration of scientific and technological innovation and infrastructure,new infrastructure provides new impetus for the development of the industrial chain and intelligent transformation and upgrading of the manufacturing industry,and greatly improves the development level of the total factor productivity of the manufacturing industry.This paper firstly analyzes the influence mechanism of new infrastructure on manufacturing total factor productivity from the perspectives of information infrastructure,fusion infrastructure and innovation infrastructure.Then,entropy weight method and envelopment analysis method were used to measure the development level of both.At present,the development level of China’s new infrastructure continues to improve,but there is a big regional difference.The eastern region is much higher than other regions.Then,the empirical analysis is conducted using the sample data of 29 provinces(municipalities)from 2011 to 2021.The research finds that: from the perspective of the whole country,new infrastructure will significantly promote the development of regional manufacturing total factor productivity,among which innovation infrastructure has the greatest impact.From the perspective of each region,the impact of new infrastructure on the eastern and western regions is greater.From the perspective of infrastructure construction,the eastern and central regions have the greatest impact on information infrastructure,while the western and northeast regions have the greatest impact on innovation infrastructure.The influence of new infrastructure on manufacturing total factor productivity has a threshold effect.The higher the energy consumption intensity is,the smaller the positive effect of new infrastructure is.The higher per capita GDP is above the threshold,the greater the positive effect of new infrastructure.The higher the development level of manufacturing total factor productivity,the more obvious the promotion effect of new infrastructure on it.Therefore,the government,the market and society should work together to make full use of the advantages of new infrastructure to drive the development of manufacturing.At present,China still needs to continuously strengthen the investment in innovation infrastructure.Under the condition of ensuring the steady development of information infrastructure and integration infrastructure,innovation infrastructure can promote the improvement of manufacturing level more efficiently.At the same time,all regions need to make a reasonable layout of infrastructure,improve the efficiency of resource allocation,and promote the development of manufacturing industry according to local conditions.The eastern and central regions should make full use of information infrastructure to improve the informatization construction and industrial chain development of the manufacturing industry,while the western and northeastern regions should seize the opportunity to break the bottleneck of the development of traditional manufacturing industries with innovative infrastructure.
