Today,the Yellow River Basin has fragile ecological carrying capacity and large resource consumption,and there is an urgent need for productive service industries that specialize in the production of intermediate inputs,which are rich in human,intellectual and technological capital,to promote their transformation into intensive industries.Since agglomeration is a characteristic of industrial development,under the background of ecological protection and high-quality development strategy promotion in the Yellow River Basin,it is particularly important to study the impact of agglomeration of productive service industries on green total factor productivity considering energy consumption and pollution emission constraints.On the basis of existing theories and literature,the impact mechanism of productive service industry agglomeration on green total factor productivity is summarized:(1)The specialized agglomeration of productive service industry promotes the increase of economic activities and the play of positive environmental externalities by giving full play to the advantages of scale and agglomeration,promoting division of labor cooperation and competition,and strengthening knowledge and technology spillover.However,the current crowding effect,price competition,efficiency distortion,and lack of property rights protection also inhibit green development.(2)The diversified agglomeration of productive service industries controls pollution emissions by strengthening industrial linkages and chains,developing and applying energy-saving production technologies,etc.,and also improves output efficiency,promotes agricultural modernization and promotes the transformation and upgrading of manufacturing,but due to the insufficient supply and demand and structural contradictions of productive service industries,it also inhibits green development.Based on statistical data,evaluate the current development status of the productive service industry in the Yellow River Basin.Use the agglomeration index of productive service industry and the revised collaborative agglomeration index to characterize the agglomeration trend of productive service industry,and use the super efficiency SBM model to calculate the green development efficiency.The analysis shows that:(1)the development level of productive service industry in the Yellow River Basin is not high and the industrial structure is at the low end.(2)Although the productive service industry in the Yellow River Basin shows a clustering trend,its growth rate is slow and there are significant regional differences.(3)The green total factor productivity of the Yellow River Basin is increasing in fluctuations,with a growth rate characterized by"downstream>middle reaches>upstream".The fixed effect model was used to conduct benchmark regression and heterogeneity analysis on panel data of prefecture level cities in the Yellow River basin from2012 to 2019.Research has found that:(1)Although there is a positive impact of professional agglomeration of productive service industries in the Yellow River Basin on green total factor productivity,it is not statistically significant.The possible reason is that the promoting and inhibiting factors of professional agglomeration compete with each other.(2)The increase in collaborative agglomeration between productive services,agriculture,and manufacturing has significantly improved green total factor productivity,indicating that the division of labor and cooperation between productive services,agriculture,and manufacturing in the Yellow River Basin have promoted economic growth and environmental friendliness.(3)At the same time,there is also a significant heterogeneity between regions.In the upstream region,all three agglomeration methods show a significant positive correlation with green total production factor productivity;In the middle reaches,this trend is significantly weakened,and the impact of the three types of agglomeration is not significant;In downstream areas,there has been a negative correlation phenomenon.In order to balance ecological protection and high-quality development in the Yellow River Basin,and leverage the role of productive service industry agglomeration in enhancing green total factor productivity,the following countermeasures and suggestions are proposed: to create a high-level specialized and diversified gathering center for productive service industry;Strengthen the efficient collaborative agglomeration and integrated development of productive service industries with agriculture and manufacturing industries;The upper,middle,and lower reaches of the Yellow River Basin should develop differentiated productive service industries based on their own characteristics,location,and stage;Strengthen the construction of information infrastructure and promote the opening up of a unified market.
