Research On The Coupling Of Green Development And Innovation-driven Development In The Yellow River Basin

Green development,as the core element of balancing economic development,resource utilization and ecological environment,has become a necessary condition for China’s sustainable development in the New Era.Green development creates opportunities and provides goal orientation for innovative development.Innovation is the first driving force to lead development.And innovative development has become the core driving force to promote the process of green development.Both of them have the practical needs of coupling development.Under the guidance of the "Outline of the Yellow River Basin Ecological Protection and High-quality Development Plan" and the requirements of green transformation development,exploring the coupling relationship between green development and innovative development in the Yellow River Basin has become an important topic with practical significance.The study takes 52 prefecture-level cities(prefectures)in the Yellow River basin as the research object,and selects 2012~2020 as the research period.Through systematically combing and summarizing the relevant research results of green development and innovative development,the study constructs scientific and reasonable efficiency evaluation indicators.The study measures the efficiency of green development and innovative development in the Yellow River basin as a whole and in the upper and middle and lower reaches of the basin based on spatial and temporal panel data using the unexpected output SBM model and the two-stage DEA model with shared inputs,respectively.And the study analyzes the efficiency change characteristics in two dimensions:time and space.In addition,the study also constructs a coupling coordination degree model to measure the coupling level of green development and innovative development,and analyzes the coupling level in three aspects of spatial correlation,difference and dynamic evolution characteristics by using Moran index,Theil index and Markov chain.On this basis,countermeasures research is carried out.The research results show that:(1)The green development efficiency of the Yellow River basin is at a medium level,which first fluctuates in a wavy manner and then increases steadily.The efficiency of green development is spatially distributed as follows:upstream basin>downstream basin>midstream basin.And the spatial distribution pattern is relatively stable,without major changes.There are obvious differences between cities with a large proportion of high-efficiency and low-efficiency cities,showing polarization.However,the efficiency of green development in most regions is on the rise,showing a good momentum of development.(2)The overall efficiency of innovative development in the Yellow River Basin is at a medium level,Showing a "W"-shaped evolutionary trend.In terms of stages,the efficiency of the R&D stage of innovative achievements in the Yellow River Basin is high,while the efficiency of the transformation stage of innovative achievements is relatively low.The efficiency of innovative development is spatially distributed as follows:upstream basin>midstream basin>downstream basin.The difference between river basins in the efficiency of R&D stage is not significant,and the trend of change is basically the same.The efficiency of the innovative results transformation stage shows fluctuation,and the trend of change is basically the same in the upstream and midstream basins,and the difference with the downstream basin becomes larger.The efficiency of the two stages of innovative development shows a certain degree of polarization,with cities of high R&D and high conversion and low R&D and low conversion accounting for a larger share.(3)The coupling level of green development and innovative development in the Yellow River Basin is at the primary coordination level,showing a "V" shape trend during the period.The proportion of cities in the coordination interval and transition interval are 57.69%,and the proportion of intermediate coordination and primary coordination is too high.The proportion of cities in the disorder interval are 42.31%.There are some that are barely coordinated and on the verge of dissonance which is not in line with the city’s position.Although the coupling level of green development and innovative development in the Yellow River Basin has a positive spatial spillover effect,the spatial spillover is weak and not robust in some years.The overall regional differences are large,and the differences mainly originate from among cities in the basin.In addition,the coupling development level has a strong stability,there is a typical "path dependence" characteristics.The medium-low and medium-high level neighborhood environment is not strong radiation drive,high level neighborhood environment has a positive radiation effect.In the future,cities in the Yellow River Basin should broaden the road of coupled green and innovative development in the Yellow River Basin from four aspects:increasing green factor input to enhance green development effectiveness;continuously optimizing innovation ecology to enhance innovation driving force;breaking regional barriers to unblock factor circulation channels and creating core city clusters to broaden the space for regional synergistic development.This can promote the highly coupled development of green and innovative in the Yellow River Basin and help the process of high-quality development in the Yellow River Basin.
