Research On The Evaluation Of Digital Rural Construction Level In Gaoping City

General Secretary Xi Jinping pointed out"To promote common prosperity,the most arduous and onerous task of promoting common prosperity still lies in rural areas.Digital countryside is not only the strategic direction of rural revitalization,but also an important part of building a digital China.As a key way to reshape rural economic and social development,digital countryside is an important driving force for rural revitalization and common prosperity.Digital rural construction is a new mode of utilizing modern scientific and technological means to strengthen rural digital construction,improve rural digital level and people’s living standards,improve rural infrastructure,promote rural economic development,and realize urban-rural integration development.Aiming at the construction of "digital countryside" and centering on "Internet +modern agricultural industry + rural governance + government services",Gaoping City promotes rural revitalization by digitization,boldly explores the application of digital technology to industries,promotes the improvement of governance capacity of grassroots governments through party building,upgrades public service infrastructure,and enhances the construction level of digital countryside through multi-dimensional interaction.This is the purpose and starting point of this paper to evaluate the construction level of Gaoping digital countryside.The evaluation of the construction level of digital countryside needs to establish a clear index system,and the construction of the index system should not only start from the definition of digital countryside,but also reflect the purpose of digital empowered countryside.Also from the definition of digital rural construction,reflect the application of digital technology to rural construction;Moreover,we should start from the definition of the construction level of digital countryside and reflect the significance of industry,governance and service to rural digitization.First of all,on the basis of combing and analyzing the research results of domestic and foreign literatures,this paper introduces the explanation of the concepts related to digital countryside,digital countryside construction and digital countryside construction level,and analyzes the reference points of the existing evaluation system of digital countryside with the support of rural development theory,collaborative governance theory and digital governance theory.Secondly,this paper takes Gaoping City as the research area,summarizes the current situation of its digital rural construction,and establishes the evaluation index system of digital rural construction level of Gaoping City.The evaluation index system of digital rural construction level is divided into three levels: industrial digitization,governance digitization and service digitization.On this basis,16 indicators are selected.By collecting the official data of Shanxi Statistical Yearbook,Gaoping Statistics Bureau and other open government documents,using the entropy weight method to empower and calculate the evaluation score,calculate the score of Gaoping digital village construction level from 2017 to 2021,and evaluate the current level of Gaoping digital village construction.Finally,according to the evaluation results,the existing problems in Gaoping City are analyzed,and feasible countermeasures and suggestions are put forward.The main research conclusions of this paper are as follows: the current digital construction level of Gaoping City is generally good,and it has been under rapid construction.Each index value of the evaluation of the digital rural construction level is relatively ideal,but the digitalization of governance and service is still possible to be further improved.There are four problems in Gaoping’s digital rural construction: imperfect top-level design of digital rural construction,shortage of digital rural construction resources,unbalanced supply and demand,insufficient participation capacity of digital rural construction subjects,and incomplete infrastructure of digital rural construction.It is suggested that Gaoping City can become a success in the construction of digital countryside by implementing the responsibility to guide the construction direction,increasing the supply of resources for the construction of digital countryside,promoting the effective participation of the main body of the construction of digital countryside and accelerating the construction of infrastructure of digital countryside.Based on the above analysis,the Gaoping government should pay attention to the weak aspects of rural areas,narrow the gap with the construction of excellent areas,take advantage of its own advantages,through its own construction to drive the construction of other aspects,to achieve the overall construction of the whole city,hoping to provide reference for the construction of Gaoping digital countryside,for the construction of other areas to provide reference!...
