| As one of the more developed countries in the world in digital service trade,the EU-style rules based on the EU emphasize the effective protection of data and the liberalization of digital trade under effective supervision.Studying the impact of European-style rules on digital service trade exports has important theoretical reference significance for China to construct digital trade rules and the high-quality development of China’s digital service trade exports.Firstly,the dynamic evolution process of European-style rules is analyzed according to the EU-led regional digital trade rules text in WT0-RTAs database,and23 evaluation indicators of European-style rules at the overall level and four relevant evaluation indicators of representative European-style rules are constructed,and the constructed indicators are quantified by reference to the assignment method of TAPED database.By sorting out the definitions of digital service trade by different international organizations,digital service trade is defined as nine categories such as financial services.According to the UNCTAD database,the development status of digital service trade is analyzed,and it is found that the scale of digital service trade in developed countries is larger than that of developing countries,and the development speed of digital service trade in developing countries is faster than that of developed countries.By analyzing the development status of the digital service trade sector in EU countries,it is found that the development of audiovisual and related sectors is the most lagging,which confirms the characteristics of European-style rules adhering to the "audiovisual exception principle".This paper also makes a theoretical analysis of the influencing factors of digital service trade,and makes a theoretical analysis of the export impact mechanism of digital service trade with European-style rules,and draws a transmission path map.Finally,using the digital service trade export data of24 economies from 2010 to 2020,this paper puts the quantified European-style rule depth level into the expansive trade gravity empirical model,and the empirical results show that the negative effect of the total depth level of European-style rules on digital service trade exports is greater than the positive effect.Representative European-style rules "cross-border data flow" and "personal privacy protection" have significantly positive impacts on the export of digital service trade.The "audiovisual exception principle" and "electronic transmission tariff" have a significantly negative impact on the export of digital services trade.When distinguishing between the digital service trade sector,both the total depth level of European-style rules and the representative European-style rule depth level have a greater negative effect on the culturally related service sector.Based on the empirical conclusions,this paper puts forward four policy suggestions: First,avoid the weak proposition of European-style rules and seize the initiative.Second,docking high-quality trade agreements and building digital trade rules with Chinese characteristics.Third,actively carry out digital service trade exchanges with countries with similar levels of economic development.Fourth,actively improve relevant domestic laws and regulations. |
