There are many risks in the process of agricultural production and operation.As the main body of agricultural production,farmers have limited resistance to risks.As the basic means of risk management,agricultural insurance can effectively realize the dispersion and transfer of risks.In addition,agricultural insurance is also an important tool and means to solve the "three rural" problems in China.It plays an important role in promoting agricultural development,ensuring farmers’ income,promoting poverty alleviation and agricultural modernization.Although the agricultural insurance in Anhui Province has made leapfrog progress in recent years,the problems of the low level of protection and coverage of agricultural insurance still exist,especially in the area of agricultural insurance with regional characteristics such as tea,there are still problems such as small scale and single type of insurance,which cannot meet the actual needs of farmers’ risk management.Therefore,it is of great significance to analyze the influencing factors of farmers’ participation in agricultural insurance based on the actual situation,improve farmers’ disaster perception,and further enhance farmers’ enthusiasm for participating in agricultural insurance to promote the high-quality development of agricultural insurance,ensure the safety and sustainable development of agricultural production and operation.Based on the research results on farmers’ endowment,disaster perception and farmers’ decision-making behaviour at home and abroad,this thesis firstly analyses the current situation of tea production,natural risks and agricultural insurance development in the main tea-producing areas of Anhui Province.Secondly,a descriptive statistical analysis was conducted on the basic status of agricultural production,disaster perceptions and the current situation of insurance participation decisions of the interviewed farmers based on785 farmer research data from the main tea producing areas in Anhui Province.An econometric model was used to empirically analyse the factors influencing farmers’ endowments and disaster perceptions on their willingness,behaviour and consistency to participate in agricultural insurance,and to explore the mechanism by which disaster perceptions in farmers’ endowment characteristics affect their participation decision behaviour.Finally,based on the findings of the study,countermeasures are proposed to promote the transformation of farmers’ willingness to participate in agricultural insurance into actual participation behaviour and to enhance the development of agricultural insurance in Anhui Province.The results of the study show that:(1)Farmers’ age,education,household income,resource utilization,transaction distance,social capital and other endowment characteristics significantly influence farmers’ insurance decision making behaviour;in terms of disaster perception,disaster impact and disaster perception have a significant positive influence on farmers’ willingness to participate in insurance and their insurance participation behaviour.(2)From the perspective of external influences,government subsidies have a significant positive relationship with farmers’ participation behaviour and willingness to participate in insurance;training in disaster resilience skills has a certain inhibiting effect on farmers’ participation behaviour;the higher the market price of agricultural products,the stronger farmers’ willingness to participate in insurance,but farmers’ participation behaviour does not increase accordingly.(3)disaster perception plays a moderating role between farmers’ endowment and their insurance decision making behaviour(4)Trading methods,tea land quality,the proportion of new varieties,disaster perception and government subsidies play a positive role in the consistency of farmers’ insurance willingness and behaviour;disaster resistance skills training has a negative influence on farmers’ insurance willingness and behaviour.This thesis proposes to improve farmers’ willingness to participate in insurance.Based on this,this thesis proposes to improve farmers’ endowment,enhance farmers’ risk management and diversification ability;improve the management level of insurance institutions,broaden the service area of agricultural insurance,innovate the service mode,and play the role of insurance main body;strengthen government functions,improve the construction of legal system,standardize the market operation mechanism of agricultural insurance,and increase the financial support for agricultural insurance.
