The development and progress of society cannot be separated from the drive of technological innovation,and high-tech enterprises are an important force in promoting technological innovation and progress.The current international competition situation is becoming increasingly fierce.In order for Chinese high-tech enterprises to occupy a dominant position in the international market,they need to strengthen their own innovation and research and development capabilities,as well as support from national industrial and tax policies.In order to incentivize high-tech enterprises to increase their R&D and innovation efforts,the Chinese government has successively introduced tax incentives such as corporate income tax reduction,reduction of high-tech enterprise tax rates,deduction of R&D expenses,and accelerated depreciation of fixed assets.Among them,the policy of deduction of R&D expenses has gradually expanded in recent years,with a focus on promoting China’s high-tech enterprises to improve their innovation capabilities It played a crucial role in achieving independent control of core technologies.This paper takes BOE,a typical representative of high-tech enterprises in China,as the case object,and uses DEA model and trend analysis method to study the correlation between the additional deduction policy and BOE’s innovation performance.Taking the increase in the proportion of additional deduction of R&D expenses from50% to 75% in 2017 as the time node,this paper analyzes the change of BOE’s innovation performance before and after the policy change.This study found that there is a high correlation between the R&D expense deduction policy and enterprise innovation performance.The government’s increase in the deduction ratio has a positive innovation incentive effect on enterprise R&D investment funds,R&D investment personnel,and intangible asset scale,but the incentive effect on the number of patent applications is insufficient.Therefore,in order to fully leverage the innovative incentive effect of the R&D expense deduction policy,policy makers should improve policy design to ensure the long-term stability of policy implementation;As beneficiaries of the policy of additional deduction,high-tech enterprises should apply the policy of additional deduction for research and development expenses from a development perspective,continuously increase innovation efforts,improve innovation output efficiency,and create core competitiveness for the long-term development of the enterprise.
