Research On Enterprise-led Agricultural Technology Extension

The implementation of the rural revitalization strategy is a major decision and deployment proposed by the 19 th National Congress of the Communist Party of China,and it is also one of the important tasks of building a modern economic system.The core of the rural revitalization strategy is industrial revitalization,and the focus is on industrial prosperity.As the core of industrial prosperity,the innovation and promotion of agricultural technology is an inevitable requirement for the development of modern agriculture,and it is of great significance to solve the "Agriculture,Countryside and Farmer " issues.Located in the northern part of Jiangsu Province,Suqian is a traditional agricultural city with unique natural ecological resources.In recent years,the development of agriculture in Suqian City has focused on modernization and technology.The government has joined forces with social organizations to improve the construction of the socialized service system for agricultural science and technology,and agricultural enterprises in Suqian City have flourished.In this context,how the socialization forces led by agricultural enterprises can gather innovative elements and expand the radiation and driving effect on agricultural and rural farmers is a major test facing agricultural enterprises in Sucheng District.This paper takes the extension of agricultural technology led by agricultural enterprises as the research object,and uses the theory of diffusion of agricultural technology innovation,the theory of adoption of agricultural technology innovation,and the theory of farmers’ behavior as the basis to analyze the current situation of enterprise-led agricultural technology extension under the current economic background of Sucheng District,Suqian City.,to discuss the advantages and disadvantages of four mainstream types: "Enterprise + Base + Farmer","Enterprise +Scientific Research Institute + Farmer","Enterprise + Cooperative + Farmer","Enterprise +Agricultural Technology Extension Center + Farmer".Through the collation of literature and data,it is found that the promotion of agricultural technology led by agricultural enterprises also has certain problems while ensuring the production efficiency of farmers,promoting industrial production,and boosting the development of modern agriculture.First,the quality of the agricultural technology extension teams of enterprises is uneven,and the radiation scope of technology extension services is relatively limited.Second,most of the agricultural enterprises in Sucheng District do not have a large scale of operation,and the financial resources invested in agricultural technology promotion are limited,and the promotion power of enterprises is insufficient.Third,farmers are not very motivated and supportive for enterprises to carry out technology promotion work,and the promotion efficiency of enterprises is not ideal.Fourth,agricultural enterprises lack the ability to manage competition,and they still need to rely on the leadership of government departments.In order to help agricultural enterprises in Sucheng District break through the bottleneck of agricultural technology promotion,this paper further discusses its operation mechanism on the basis of summarizing the typical successful cases of enterprise-led agricultural technology promotion,and summarizes the experience and enlightenment that can be used by agricultural enterprises in Sucheng District.Chia Tai Group,Wen’s Co.,Ltd.and Longping Hi-Tech,as leading domestic enterprises,attach great importance to the scientific and technological innovation capabilities of enterprises,and use capital investment as the support to establish scientific research platforms,improve supporting facilities,and continuously deepen cooperation with universities and research institutes.Cooperation,master core technology,and expand the scope of promotion.At the same time,pay attention to the innovation of the internal management mechanism,promotion power mechanism,organizational mechanism and other aspects of the enterprise,adhering to the corporate culture of benefiting the people and continuously implementing the development concept of the new era,to ensure the quality and efficiency of enterprise agricultural technology promotion.The agricultural technology promotion activities led by Chia Tai Group,Wen’s Co.,Ltd.and Longping Hi-Tech have shown a good development trend and benefited from the support and macro-control of the local government.While coordinating the relationship between various entities,the legalization of the promotion work was ensured.Combined with the current technology promotion issues dominated by agricultural enterprises in Sucheng District,the following optimization suggestions are put forward: First,through deepening the cooperation with various parties,improve the technological innovation ability of agricultural enterprises themselves.Secondly,agricultural enterprises need to broaden the financing channels,further expand the business scale of enterprises,and provide reliable financial guarantee for the promotion of agricultural technology.Thirdly,actively explore and unite large,medium and small agricultural enterprises to build a scientific and technological alliance,and continuously improve the interest linkage mechanism with partners.Furthermore,to straighten out the relationship of powers and responsibilities between agricultural enterprises and the Sucheng District government,administrators need to break the inherent inertial thinking of administrative management,macro-control market resources,and support the promotion of agricultural technology led by enterprises;Department-dependent thinking,further improve the management competitiveness of agricultural enterprises,and ensure the promotion of agricultural technology.Finally,agricultural enterprises need to build their own culture and establish a unique brand image.The purpose of this paper is to provide a reference for the healthy,sustainable and smooth operation of the socialized agricultural technology extension mechanism in Sucheng District.
