Research On The Problems And Countermeasures Of Centralized Payment System Of The Treasury In Xuzhou

Treasury management is the core of the flow of government financial funds,shouldering important responsibilities such as budget execution,accounting,reporting and supervision.As an important measure of the government’s reform in the field of public finance management,the centralised payment system of the State Treasury has fundamentally changed the way financial funds are disbursed and managed.It has transformed the traditional decentralised payment method into a centralised and unified mode of payment of funds,enhancing the efficiency of payment of financial funds,and the transparency of the use of funds and driving the reform of our country.At present,the centralised treasury payment system has been operating for nearly twenty years,with the operational mechanism tending to be perfected and the results achieved more prominent,but at the same time,it also faces certain difficulties and problems.In 2012,Xuzhou City began to implement the reform of the treasury management system,establishing a single account system,introducing basic rules and regulations,consolidating the full electronicisation of payments and actively creating a regional model for financial work.So far,Xuzhou City has been implementing the treasury centralized payment reform for many years and has achieved certain results,but the centralised treasury payment implemented has also revealed some problems.This paper takes Xuzhou city as a case study for analysis,and uses literature research way and field interview method to study the current situation and problems of the operation of the centralized payment system in this region,mainly including problems in the relevant supporting system,centralized payment operation and payment supervision,etc.It is hoped that this will help the region to build a more efficient centralised financial payment system.Now the research in relation to the system is mainly on the macro view,while less research has been conducted on centralised payments perspective from the grassroots unit.This research project focus on prefecture-level cities and take sit as the object of study,taking Xuzhou City as an example,and analyses the operation of the centralised payment system in Xuzhou City,identifies the problems in the process of operation,analyses the causes of the problems,and thus proposes countermeasures,in the hope of providing relevant references and suggestions for the operation of centralised payments in similar regions.
