The Application Research On The Official Card System Reform In Centralized Payment System Of State Treasury

To further standardize the financial fund pay work, deepening the reform of financial national treasurycentralized payment system, enhance the transparency of public spending, reduce the cash, put an end to a"slush fund", make sunshine finance, pilot national started in2007,2012nationwide business card systemis under the national treasury centralized payment system, can curb public funds disorderly consumption,reduce administrative cost and improve the efficiency of the financial budget unit positive role.In2008, the xinjiang government issued "the people’s government notice on official business cardmanagement system reform" the autonomous region in2009to official business card full implementationof the reform of the budget at the corresponding level units. Propaganda from training,and establishing system, software support, set up a monitoring mechanism, perfecting accepts theenvironment, control risk management, and other aspects improve the system of official business cardshould take measures and suggestions to provide reference for the effective implementation of the systemof official business card.
