Research On The Causes And Countermeasures Of The Difficulty In Landing The PPP Project Of Affordable Housing Project

The affordable housing project is related to the national economy and the people’s livelihood.The government and social capital cooperation model is a long-term cooperative relationship established by both parties in the field of public services.This cooperation and management process can effectively provide services for the society.This mode is conducive to enhancing the government’s functions and credibility,and improving the efficiency of affordable housing resource allocation in promoting the construction of affordable housing projects and the later operation management;It is conducive to digesting the inventory of commercial housing and promoting the steady and healthy development of the local economic market;It is conducive to enhancing the government’s governance capacity and improving housing security services.It is of great significance for stabilizing growth,adjusting the structure and benefiting the people’s livelihood.However,due to resource shortage,capital pressure and other environmental factors,the implementation of the PPP project of affordable housing projects has been restricted,and the project development is facing huge challenges.Therefore,it is necessary to conduct in-depth exploration and research on the inducements and solutions to the difficulties in the implementation of affordable housing PPP projects,so as to promote the improvement of the economic and social benefits of PPP projects in this field.Through literature research and analysis,this paper finds that in the analysis of the difficulties in the implementation of PPP projects,the existing literature mentions less about affordable housing projects and PPP project negotiations,and the solutions in the literature are mostly empirical,more general,and less targeted.In view of this,on the basis of literature analysis,this paper preliminarily identified the reasons and solutions for the difficulties in the implementation of the affordable housing project PPP project,and then introduced the case of X Town,J District for case analysis and verification.The research contents include the following three aspects.(1)Analyze the problems related to the implementation rate of PPP projects of affordable housing projects.First,it analyzes the development process and policy documents of affordable housing projects in China,and combs the specific breakdown of the industry projects in the PPP project library of the Ministry of Finance;On this basis,the implementation rate of affordable housing projects is analyzed from the perspective of the country,region,industry and return mechanism,and it is concluded that the implementation rate of affordable housing projects in 19 primary industries in China is low,and the project implementation rate varies greatly between different regions,different return mechanisms and secondary industries;It is clear that the landing rate is essentially an issue of the efficiency of the PPP project contract negotiation.Therefore,the key to the contract negotiation is to conduct a literature analysis of the PPP project contract negotiation and draw a conclusion that the proper use of negotiation skills and the determination of a reasonable risk sharing mechanism are the key to the contract negotiation.(2)Specific analysis of the reasons for the difficulties in the implementation of PPP projects of affordable housing projects.First,through literature analysis,the reasons for the difficulties in the implementation of PPP projects and the factors affecting the negotiation efficiency of PPP projects were analyzed.Combined with the summary of the analysis results of the two parties,the reasons for the difficulties in the implementation were divided into three aspects: the government side,the social capital side,and the project itself according to the different implementation subjects;Secondly,the case is introduced,detailing the implementation background,basic situation and implementation process of the case;Based on the case analysis,the reasons for the difficulties in the implementation of affordable housing PPP projects were identified,which verified the correctness of the above theoretical research results.(3)Analysis on the countermeasures for the difficulties in the implementation of PPP projects of affordable housing projects.First,through literature analysis and summary,we identified the solutions to the difficulties in the implementation of PPP projects:(1)The government should standardize the working system,improve the relevant policy system,transform the government functions,improve financial security,standardize the development of PPP projects,and focus on talent training.(2)The social capital party should enhance its own enterprise strength,finance innovation,focus on project contract negotiation,use appropriate negotiation skills,and determine a reasonable risk sharing mechanism;Based on case analysis,select corresponding specific countermeasures;Finally,the feasibility of the identified countermeasures is verified through interview.The research results are of great significance to analyze the problems such as the low implementation rate and unsatisfactory implementation effect of the current affordable housing project PPP projects,and provide the theoretical basis and application basis for the government departments and social capital in the operation of PPP projects.
