With the development of social economy,agricultural production is also facing the need of transformation.On the one hand,in the background of the promotion of agricultural modernization and the outflow of rural labor,the intervention and promotion of local governments have gradually made the land transfer a common phenomenon.On the other hand,With the gradual strengthening of people’s awareness of ecological and environmental protection,sustainable agricultural development has also become the trend.On this basis,some scholars have found that with the advancement of land transfer and large-scale agricultural production,changes in the stability of land management rights may prevent transferees from protecting their rented farmland in the same way as they protect their contracted farmland.In order to further improve the land transfer market and optimize the government’s administrative intervention role in land transfer,as well as promote the green production and farmland protection investment of transferred households,this study sorts out the government’s role in land transfer and studies its impact on transfer households’ wiliness of applying organic fertilizer.The result of the impact and impact mechanism of fertilizer application are expected to provide a reference for the subsequent optimization of local government intervention methods in land transfer.In order to study the influence of the government’s role in the land transfer on the organic fertilizer application behavior of the transferred households,this article divides the government’s role in the land transfer into three categories: organizers,service providers and bystanders Based on the 2017 follow-up survey of rural households in China Data,this study establish a multiple mediating effect model analysis.By studying a large number of literatures and the theoretical basis of farmer behavior theory,market failure and government failure theory,and cognitive behavior theory,this research built the framework of how the government’s role would affect the transferred family’s application of organic fertilizer.,and finally selects the contractual characteristics,planting characteristics and technical characteristics of land transfer as the hypothetical intermediate variables.Through the stepwise method in the multiple mediating effect model,the three types of intermediary variables are tested for the intermediary effect to study the influence mechanism of the government’s role on the decision-making of organic fertilizer application of the transferred households.The empirical results show that:(1)In the process of land transfer,the government’s role will have a significant impact on the transfer households’ behavior of organic fertilizer application.Compared with the “organizer” of land transfer or as a "bystander" who do not participate in the transfer.The transferred households can be more motivated to use organic fertilizer when the government plays the role of a "service-provider" in the land transfer to provide related services required by both the supply and demand sides of the land transfer.(2)Whether the government provides services in land transfer can have a significant impact on the organic fertilizer application behavior of the transferred households by affecting the planting structure of the transferred households and whether the transferred households have received agricultural technology training.That is,whether the government is the "service provider" or not,mainly through the two-way path of "government service—planting structure—organic fertilizer application" and “government service—agricultural technology training—organic fertilizer application” to influence the application behavior of household organic fertilizer;(3)Whether the government is an "organizer" does not significantly affect the organic fertilizer application behavior of the transferred households because of the existence of the suppressing effect.But when the character of the local government is the “organizer”,it will increase the land scale of the transferred farmers,which will have a significant negative impact on their application of organic fertilizer.(4)The change of the government’s role cannot influence the application of organic fertilizer of the transferees by affecting the contractual characteristic of land transfer(contract norms and contract duration).Based on the above conclusions,to promote the application behavior of application organic fertilizer,this article proposes the following policy recommendations:(1)Local governments should play the role of "service providers" in land transfer,and act as“lubricant” in land transfer transactions in order to reduce the land transfer transaction cost produced by the information asymmetry between supply side and the demand side.(2)The government should not excessively intervene in the transfer of land,and cannot go against the wishes of farmers,forcibly push them to participate in the land transfer,or blindly pursue large-scale farmland operations through centralized transfer of the farmland.(3)The government should try its best to provide agricultural technology training and new technology training opportunities for farm households,strengthen the publicity and teaching of environmentally friendly farm production technologies,improve farmers’ awareness of sustainable production,and provide strong technical support for their implementation of land protection activities.
