Synergistic Development And Influencing Factors In E-commerce And Logistics At County Scope

County regional economy is a vital component in China’s economic system.Therefore,analyzing the synergetic development of e-ecommerce with logistic at a county scope is an effective approach to realize better development.Taojiang County was awarded Comprehensive Demonstration County of Hunan Province for its contributions in “National e-commerce rural popularization plan” in 2015.In order to stimulate local economy,the government proposed a “Taojiang Mode” which includes several policies encouraging e-ecommerce and improving logistics facilities.Taojiang County’s e-commerce and logistics are currently booming.Based on the background,Taojiang County in Hunan Province was taken as an example to study the synergetic development for providing theoretical guidance and reference for the county’s policy.First,based on synergetic theory,evaluation metrics and a composite system were established for Taojiang county.Combining the data from 2010 to 2019,the synergetic development and trend of Taojiang County’s e-commerce with logistics were analyzed.The degree of order for each sub-system was analyzed.The results show that the synergy of composite system has been increasing year by year with phase characteristics in trend,and each degree of order of the two subsystems has not yet reached its best level.Subsequently,in order to improve the synergy of the development of e-commerce and logistics in Taojiang County,after combining literatures with the actual development of Taojiang County,such indicators as economic development level,information level,technological innovation capabilities,logistics infrastructure,government support and talent specialization were chosen to fit a regression model.A ridge regression was performed using SPSS to systematically analyze the factors affecting the synergetic development of composite system.The results were in line with the actual situations,in which the indicators considered were positively related to the synergetic development.By comparing the regression coefficients,the most influential one was the government support.Finally,based on the empirical analysis of the synergetic development and its influencing factors,suggestions on policies were made.
