| In the context of large circulation of domestic and international economy,the upgrading of industry structure is the intrinsic motive power of high quality economic development.The key of upgrading Chinese industry structure is to strengthen the integration of digital economy with the actual economy and to build the economy industry cluster.The continuous innovation of digital economic industrial policy can perfect the digital economic policy system.With the support of policies,high-tech and other new industries will get rapid development,which will be the basis for upgrading the industrial structure.Therefore,the research on the impact of the digital economic policy on the industrial structure upgrading is very significant.Based on data from 202 cities across China from 2010-2019,the research discusses the influence of digital economic policies on industrial structure upgrading with multi-period double difference model.First of all,the relevant literature about the digital economy and the upgrading of industry structure are reviewed,and the related concepts are defined.Based on this,this article analyzes the mechanism of digital economic policy on industrial structure upgrading and puts forward some assumptions.Secondly,it determines the quasi-natural experiment of "broadband China" strategic impact by combing the release of central and local digital economy related policies.In this paper,we empirically test the direct impact of the digital economic policy on the upgrading of industrial structure by theoretical hypothesis analysis and constructing multi-period double difference model,and it also explores the impact mechanism from the perspectives of technological innovation and human capital.Finally,this paper explores the impact of digital economic policy on industrial structure upgrading by means of heterogeneity test.The study found that:(1)The implementation of the digital economic policy will bring about a significant positive contribution to the upgrading of China’s overall industrial structure,that is,the implementation of the digital economic policy can enhance the level of industrial structure upgrading and industrial rationalization;(2)Digital economic policy can push forward the upgrading of industrial structure through two paths: improving the level of technological innovation and human capital;(3)The role of digital economy policies in raising the level of industrial structure is regionally heterogeneous and city-scale heterogeneous.The western region has the best promotion effect,followed by the central region,and finally the eastern region.The effect of large cities and medium-sized cities is more obvious,while the effect of mega-cities and small cities is not significant.(4)Both the higher level of technological innovation and the higher level of human capital have remarkable effects on upgrading the industrial structure.(5)Technological innovation plays a more significant role in promoting the upgrading of industrial structure in the central and western regions.Human capital is an influential factor that can contribute to the development of industrial sophistication and industrial rationalisation in the East.Compared to the eastern region,the human capital has only made a contribution to the development of the middle and west regions,and has not made a significant contribution to the rationalization of the industrial structure.Therefore,this paper puts forward the corresponding policy recommendations: all localities should increase the implementation of policies to ensure that digital economy policies are put into practice;The government should focus on building a policy support system for human capital and science and technology innovation;The government should refine local policies to support the progress of the digital economy to narrow the gap in regional economic development.;We need to promote the construction of digital cities to empower high-quality economic development.The research reveals the mechanism and effects of digital economic policy on industrial structure,and provides reference for government decision-making and promotion of industrial structure upgrading. |
