With the continuous upgrading of consumer demand and retail model, more and more online retail enterprises have begun to transform to the new retail mode centered on consumers,so as to meet the diversified consumer demand and improve consumer shopping experience.Logistics is the key support of the new retail model. The location of offline physical stores and the optimization of distribution network are one of the key issues in the implementation of the new retail model for online retail enterprises. With the increasing attention paid to energy and climate issues, carbon emissions have become an important issue that must be considered in the distribution process. Therefore, how online retail enterprises consider consumer behavior under the new retail model and carbon emission factors, and scientifically and reasonably optimize the location of offline physical stores and distribution network has become a prominent issue in their transformation to the new retail model. To study the low-carbon location-routing problem of physical stores under the new retail model, this paper first analyzes the operation mode and characteristics of retail enterprises under the new retail model, explores the purchase decision-making process of consumers, and uses the nested Logit model to depict the consumer’s choice behavior of purchasing channels and shopping platforms. Then, based on the consumer behavior, considering carbon emission cost in the distribution process, offline physical store construction cost, vehicle transportation cost and customer return penalty cost, and aiming at enterprise profit maximization, the low-carbon location-routing optimization model of offline physical stores is constructed, and an improved genetic algorithm is designed to solve the model. Finally,a numerical example is analyzed to obtain the offline physical store location scheme and the vehicle routing optimization scheme under the two-level distribution network, which verifies the effectiveness of the model and algorithm, and provides decision reference for the offline physical store location and vehicle routing optimization decision in the process of online retail enterprises implementing the new retail model. At the same time, through the analysis of consumers’ own factors and relevant business decisions of enterprises, this paper provides some management suggestions for retail enterprises’ business decisions under the new retail model. This study has reference significance for the offline physical store location and distribution network optimization decisions in the process of online retail enterprises’ transformation to the new retail model,as well as the operation and management after the transformation.
