| China has entered a stage of high-quality economic development,and how to effectively achieve high-quality economic development has become a key issue in today’s society.Standing in the face of a historical perspective of the unprecedented changes in the past century,China is facing increasing uncertainties in both internal and external economic policies.The report of the 20 th Party Congress has elevated the new development concept and high-quality economic development to a new level.As an important means to adjust the direction of China’s economic development,the role of fiscal decentralisation on China’s current high-quality economic development has become an important issue worthy of in-depth discussion.Based on this,this paper constructs a comprehensive index system for high-quality economic development based on the sample data of 275 prefecture-level cities from 2010 to2020,and analyses and interprets the degree of high-quality economic development by region and dimension,uses the Dagum Gini coefficient and decomposition method,the kernel density estimation method and Markov chain transfer probability matrix,and examines the economic development of China’s prefecture-level cities from time trends,spatial trends and state probability the heterogeneity analysis is based on systematic GMM estimation from the perspective of economic policy uncertainty to empirically test the impact of Chinese-style fiscal decentralization on China’s high-quality economic development.The research results show that:(1)the comprehensive evaluation value of economic development quality of prefecture-level cities in China shows a fluctuating upward trend,and the quality of economic development has been improved to a certain extent,but the comprehensive high-quality development level is still in a low range;the evaluation values of the five subsystems are uneven;(2)The spatial disequilibrium of prefecture-level city’s high-quality economic development level is significant,and the overall difference is narrowing,but the regional difference is obvious.The eastern region is in an absolute leading position,the northeast region is relatively weak in development,the central region is gradually realizing the goal of rising,and the western region is realizing strong catch-up during the investigation period,and the distribution of the prefecture-level city’s high-quality economic development level is relatively stable.(3)regardless of the scope of the prefecture-level municipalities as a whole,or under different geographical locations and city sizes,fiscal decentralization can actively promote China’s prefecture-level municipalities to achieve high-quality economic development;(4)the economic policy uncertainty brought about by the change of officials can have a negative impact on quality economic development and negatively moderate the relationship between fiscal decentralisation and quality economic development,weakening the contribution of fiscal decentralisation to quality economic development.Based on the above findings,this paper puts forward appropriate policy recommendations:(1)highlighting advantages to make up for shortcomings and implementing the new development concept;(2)breaking through regional barriers and enhancing regional cooperation;(3)deepening fiscal system reform;(4)improving the stability of economic policies. |
