With the development of the petroleum industry, there are many safety management technologies and methods. But the accidents happened constantly. Now, many countries and enterprises offer the risk management according to the safety management experience for more than 100 years. It is an important sector to make the offshore risk assessment in the risk management of the oil facilities. And it is also the basement for the ocean disaster prevention. According to the risk assessment of offshore oil engineering in our country and foreign countries, this paper bases the risk assessment theory and offshore engineering facilities to offer the risk assessment technologies, and establish the general frame of risk assessment of offshore oil engineering. As their application, the assessment is made for the Chengbei CB12C platform, calculate the risk value including the PLL and IRPA risk. In the analysis, the "quantitative risk assessment" technology and "stochastic simulation technique for non-Guassian multivariate random variables with different correlations" technology are used. The job of this paper includes the following contents mainly: Based on the risk and offshore oil engineering, this paper analyzes the risk assessment methods of offshore oil engineering, mainly focusing on the risk definition, risk assessment stages, hazard identification methods, failure frequency and consequence assessment, and quantitative risk assessment process. The general frame of offshore risk assessment is offered. Risk is analyzed for the offshore platform in the extreme conditions, such as wind, wave and float. It considers influence and effect of extreme sea environments for the platform, applying joint probability theory to risk assessment. At last the frame of offshore Platforms' Structural risk assessment is built. It uses stochastic simulation technique-important sampling procedure to calculate the structural risk assessment of the offshore platform.
