Study On Environmental Protection Of Industry And It's Realization Mechanism

The industrial development level of one country has a decisive impact on the entire socio-economic development, international economic advancement and the people's living standards. Since the reforming and opening, China's industrial economy has maintained rapid growth, both the quality and the quantity. But the problem is with the mdustrial economic development, China's environmental status has become increasingly critical, environmental pollution not only caused the declining in environmental quality for people, meanwhile it had a serious impact on national economic development results. Therefore, nowadays, in China, it has become the top priority to correctly handle the relationship between industrial development and environmental protection, and positively seek new ideas, new manners and new approach to, and in fundamentally control the pollution, raise the resources usage efficiency and improve the ecological environment.The current environmental development is still in a drifting situation outside the industrial development. Though more and more enterprises begin to pay attention to the environmental protection, most of them are psychological passive or even inimical to the environmental protection. The environmental protection has been thought to be the business of the government, rather than enterprises. The existing theoretical research and policy design pay more attention to the conflict between the environmental protection and industrial development and neglect the unity of them. In fact, the environmental problem is mainly caused by the industrial actions; they could combine with each other organically. Therefore, industry internal mechanism and the enterprise actions are at the core to solve the environmental problem. Based on the industry economic theory and international perspective the paper researches on the organic combination of the environmental protection and industrial development, and it demonstrates that he environmental protection stems from the industrial development based on the analysis of the economic benefits of environmental protection which makes the main industries realize the change from passive to positive and from inconsistent to voluntary environmental protection. The paper clarifies how to bring in the economy-driven of the environmental protection inside the industries to make improvements on the situation that the environmental protection is outside of the development of the industries, and to make the environmental protection combines with the whole process of the development of the industries, and find a new way to push the new industrialization by environmental protection of industries.This paper applies the qualitative and quantitative analysis, the standardized and empirical analysis research methods, integrated multi-disciplinary knowledge, and uses various models for analysis, trying to make some innovations on the theory of industry economics by analyzing and researching. The content of the paper is divided into four parts, nine chapters. Part I describes the background, research status and research content of the paper. Preliminary raises the significance of the environmental protection of industry research. This part forms the first chapter. Part II introduces theoretical basis of environmental protection of industries, and puts forwards the theory of environmental protection of industries based on the sustainable development. This part includes chapter 2 and chapter 3.Part III researches the methods to carry out industries' environmental protection, introduces three aspects, which are internal power, external restriction and coordinative development of industries' environmental protection and environmental protection industries. This part includes chapter 4, chapter 5 and chapter 6.Part IV is case study. In this part, based on the characteristics of industries' environmental protection, author designs evaluation index system of industry environmental protection level and applications on the case, and provides countermeasures and suggestions to promote the development of industries' environmental protection. This part includes chapter 7, chapter 8 and chapter 9.The innovation of this paper show as below:1) This paper bring the environmental elements into the analysis of the industry economics for the first time and presents environmental protection of industries theory based on the sustainable development, which means making environmental protection internal to the industry development, and carrying out the large-scale and benefiting industrial development theory.2) Based on the analysis of the double function of the inherent interest-oriented mechanism and external constraint mechanism, the paper presents the implementation mechanisms of the environmental protection of industries. Including profit mechanisms, technical mechanisms, production mechanisms and environmental protection of industries as the core internal drive mechanism and policy mechanisms, judicial mechanisms, and cultural mechanisms at the core of the external constraint mechanism, which provides a scientific basis for the environmental policy design. 3) This paper utilizes system theory to propose environmental economic system optimization theory, and propose system dynamics model for the collaborative development of environmental protection industries and the environmental protection of industries.4) Through the construction of the model of sustainable development environmental protection industries mechanism, this paper has an aim to set a guide to the industrial environmental evaluation and the select of strategy about industrial development.
