Research On The Influencing Factor And The Effect Assessing Mode Selection Of The Offal Clearing Up In Taiwan

According to the investigation, the developed country produces 3 tons of rubbish for each person every year, and the annual growth of the municipal refuse is 3.2% -3.7%, U.S.A. is even up to 8.4%. The offal and environmental pollution brought are serious day by day. The cleared total amount of rubbish in Taiwan reduced from behind 1998 to some extent, but there were 7,254,700 tons in 2001. In the face of the offal increasing year by year, how to clear up effectively, not only considering that it is cleared but also paying attention to its retrieving and utilizing again, that is an eternal subject for research. This research is to the environmental question reality of Taiwan, to the factor influencing offal to clear up is unidentified and talked about endlessly, the effect assessing mode of clearing up is talked about publicly and differed, and for emphasize to study two principal themes of the effect of clearing up offal, one of which is to make theory and positive research for the influencing factors of offal producing and clearing up, the other of which is to make analyze for the choice of the effect assessing mode of clearing up. Clarify which influencing factors serious and with which kind of mode to assess, will offer the basis for formulation of its management policy and tactics.The thinking of research and framework of this paper have been defined under above-mentioned research theme and purpose , making relevant document review and theory analyze, including the theoretical foundation studied-Environmental protection and substaince development,recycle economy,enterprise's green management and cleaner production, analyses the influencing factor that the offal clears up and the effect assessing mode of clearing up for selection. On this basis, the paper makes the design of the positive research, turning the studied theme into three positive research themes through the questionnaire. And then the paper use relevant tools to carry on statistical analysis and examine to the investigating materials to obtain the helpful conclusion, and then propose management policy and tactics.The result of the research shows that developing continuously forever,the clear policy,the environmental load degree in 16 influencing factors of what the offal is cleared up are admitted by most interviewees and the most important influencing factors. There is not a remarkable relevant relation between interviewee's basic background attribute and th the effect assessing mode of clearing up for selection, but more than 80% interviewees inclined to " multiple criterions decision mode " on assessing mode for choice (no matter how about his basic background attributes it will be). It is obvious that most people are inclined to environmental impact,economic benefits,government's efficiency,technological ability and society expect to consider at many levels while choosing the way of clearing up the offal, and focus on the clear policy and environmental load for the tactics of clearing up offal by reaching to develop continuously forever.
