Noninfecious Chronic Diseases is one of the key topics in the field of human li-fe science research. It is reported that the global management of chronic diseases isvery rigorous, and the journey of research on human chronic disease management,treatment and control is still full of thorns. In China, chronic disease is also a hot issuein health care reform and military regime reform.Especially, in Chinese armed forces,chronic disease has a high prevalence and occurs at young age. Therefore, the research such as how to effectively prevent, control and treat chronic diseases, how to co-nduct chronic disease management and promote service level in the Chinese armed f-orces, are significant in the field of military hospital and health services development.In order to meet the requirements of chronic disease prevention and control, cl-inical practice, research and teaching, and medical data management in the armed forces, we employed computer and network communication technology, borrowed experi-ences of Internet information integration and service from China and abroad, integratedmethods such as application database, data mining technology, literature research, ex-pert counseling and brainstorming, medical statistics and mathematical calculation, forthe purpose of conducting network integration and information technology services inthe diagnosis and treatment of chronic diseases in the armed forces.The aim of this study is to realize information and technical resources sharing inmilitary health care institutions, and to build a comprehensive service model consisti-ng of3-level military hospitals, grassroots military clinics and armed forces. The res-earch focuses on addressing5issues in our military chronic disease management andachieving the overall goal of5service tasks. The first is to provide scientific found-ation for military health policy-making organizations in aspects of disease spectrummanagement, disease burden, chronic disease prevention and control, so as to solve t-he problems of serious shortage and uneven distribution of military health resources,limited human, technical and financial resources. The second is to support grassrootsmilitary clinics with disease diagnosis and treatment knowledge and technology, in or-der to tackle the problem of treatment knowledge and technical information shortage.The third is to offer evidence-based treatment and teaching guidance for military hos-pital clinicians, for resolving the difficulty of colleting traditional empiric treatmentmodel and scientific data. The Fourth is to provide individual disease treatment, heal-th guidance and education for the sick and wounded in the armed forces, to improve the limited self-management skills and solve the lack of medical knowledge and diffi-culty of continuing treatment after discharge. The fifth is to achieve the sharing ofmassive high-quality information resources among military general hospitals and clini-cs, and to make full use of the information resources which used to be a serious w-ste. The solutions to the above-mentioned problems can be considered as an empiricalstudy in order to improve the exchange of information among our military health a-ncies at all levels and promote the ability and level of resource sharing and informa-onmanagement in the armed forces.To sum up, the paper is a basic research on interoperability and interaction ofmilitary information network in China. It contains six parts, illustrating the origin, de-sign, structure and function of the military chronic disease diagnosis and treatment s-ystem step by step. The main content is in two parts: one is about the functional design and development of the military chronic disease diagnosis and treatment system;the other is the realization and verification of the system based on statistical analysisof diagnostic information data of military patients with gastric cancer. In particular, t-he design and development of the system have eliminated the shortcomings of previ-ous systems and achieved breakthrough in the following aspects.In the aspect of functional design and development of the system, we did the f-ollowing work:â‘ The data integration patterns of disease diagnosis and treatment we-re studied, including research on top-level design of data integration framework andservice system, integration patterns of diagnosis and treatment information resources,support patterns of various service application, data and technical standards, the gene-ral requirement of the system and practice, demonstration of the system. The studycould provide huge data and information services for military medical institutions at all levels in scientific decision-making, rational treatment, research and education, andhealth care.â‘¡The user information collection of chronic disease diagnosis and treat-ment system were carried out, including user acquisition system design, standardization of data collection, development of manual and automatic collection system and itsapplication.â‘¢The expert review system was developed, including design of the expe-rt review system, system application, and demonstration of the page features.With regard to the demonstration of case data, we collected the treatment infor-mation of military patients with gastric cancer admitted at6military general hospitalsduring the period from2003to2011, and used the system to show the related infor-mation. It presented transverse and longitudinal comparisons of disease spectrum info- rmation such as job, rank, age, resident of those patients during the9years, made acomparative analysis of gastric surgery, surgical techniques, surgical complications anddeath relevant factors, and also compared the service quality of the6military generalhospitals, so as to achieve partial presentation of management decision support functi-ons at all levels.The research brought about4outcomes: the first is the establishment of militarychronic disease diagnosis and treatment service platform;the second is the building ofmilitary chronic disease knowledge platform; the third is the establishment of militarychronic disease management information system; the last is the construction of casemanagement system of military patients with chronic diseases.The innovation of the research is to achieve the integration and sharing of milit-ary health care resources at all levels. The system helps military decision-making bo-dy to grasp the updated information about disease development; provides high-qualityand reasonable treatment information for grassroots medical staff; gives real-time andfollow-up treatment information to patients; innovates health care service model, impr-oves service quality and standardizes the conduct of clinicians, and establishes a newmodel combining disease treatment, education and training, and service tracking man-agement after discharge together with high information management capabilities andservice efficacy. This system is an effective means to combine chronic disease preve-ntion, treatment and care together, which can improve the service capabilities of man-aging chronic diseases, control the growth of patients with chronic diseases, save thecost of treating chronic diseases, and strengthen the teaching and research capacity ofevidence-based treatment at military medical institutions.
