Research On The Government Public Management Approach In The Context Of E-Government

This research is based on the information age when China is placed on the period of social transformation, and it also emphasizes on the study of the application to modern information technology to accelerate the administration efficiency promotion, optimize the business processes, improve the service quality reformation of government departments. This paper focuses on the contents of revealing the existing problem of E-government construction and application, analyzing and proving the problem, and exploring the countermeasures to deal with problems and to be able to operate. Moreover it stresses the necessity for the importance in government management function and external service function of E-government currently in China, and establishes the government management creative theory and approach suitable to current information development condition, which it explores E-government establishment rule based on the E-government development history of western country. This paper explores the existing problems and reasons based on the comparisons between the contradiction of innovative management theory and methods in China and E-government establishment at home and abroad.Linking up with the reformation practice of modern government organization, this research focuses on the theoretical analysis, and tends to make an active and efficient research on the government process re-engineering which is considered as the leading area. This research begins with the primary question of government process re-engineering and expands to state, including conception, features, and guide principles. And it attempts to explore government process re-engineering strategy of western developed countries based on their practice and their theoretical origin. According to the logic of experiences, it infers and demonstrates the necessity of the idea and result of government process re-engineering applying to current situation in China, and it establishes a comprehensive frame and design of government process re-engineering. And then it makes a further step on study to describe and estimates the practice and exploration of government process re-engineering in modern China: on one side, it shows the rising situation of government process re-engineering in China comprehensively; on the other side, it analyzes the problem and reason existing in government process re-engineering in China clearly. In the end of this research, it takes an example, which process re-engineering is administratively examined and approved by Dalian City Bureau of Land and Resource, and it examines the specific public management problems existing in the government process re-engineering establishment and application and states the measures to operate and to deal with the situation based on the problem above.
