Research On Military Safety Management Pattern

Entering a new historical period, military safety management faced a series of contradictions and problems to solve, with development and change of army construction environment, situation and task. Toward above complexion, this thesis attempts to put forward and construct a new military safety management pattern-the PDCA pattern by surrouding of decomposition and realization about the functional system of military safety management.In the thesis, research on military safety management pattern include the following aspects:The first part is the analysis about basic theories. In the second chapter, some basic principles of safety management, risk management and crisis management is discussed and analyzed, from core conceptes such as the safety, the risk and the crisis. On this basis, the thesis redefines the concept of military safety management, organizes basic principles of military safety management, and emphatically expounds four functions of military safety management:the safety prevention function, the safety disposal function, the safety construction function, the safety assessment function. Above analysis provides a theoretical basis for constructing the PDCA pattern.The second part is the analysis about environment and strategy of military safety management. In the third chapter, the thesis organizes the development course of military safety management, analyses environment and strategy of military safety management, distinguish internal strength, internal weakness, external opportunity and external threat of military safety management by the SWOT analysis method, and educes four kinds of management strategies:the S-O strategy, the W-O strategy, the S-T strategy and the W-T strategy. Above analysis educes practical needs to construct the PDCA pattern.The third part is specific analysis about four modules of the PDCA pattern. This part includes the fourth chapter, the fifth chapter, the sixth chapter and the seventh chapter.The safety prevention module includes four parts:safety education and training, safety analysis and forecast, risk appraisal, safety inspection and supervision. The fourth chapter points out:safety education and training is an important and necessary base of safety prevention, cultivates and improves comprehensive sefety quality of officeres and soldieres in through of education and training, settles quality basis for safety prevention; safety analysis and forecast is the key and prerequisite to firmly grasp initiative of safety prevention, accurately testes and eliminates possible hidden trouble in through of making safety analysis, safety forecast and improving safety scheme; risk appraisal is an inevitable requirement to improve military ability of risk evasion and risk prevention under the new situation, effectively evades various risk in through of qualitative and quantitative analysis about risk factors and harm, instituting countermeasures; safety inspection and supervision is an important means of safety prevention, accurately obtains safety information, detects and eliminates management deviation in time, actively carry out dynamic management of safety control in through of safety inspection, safety supervision and mass safety supervision.The safety disposal module includes two parts:emergency disposal, investigation and arrangement. The fifth chapter points out:object of emergency disposal is incident including disasters, accidentes, public health incidents and social security incidents associated with army. Emergency disposal emphasizes to effectively control developping of state of incidents, to furthest reduce damage and influence of incidents in through of taking timely measures such as emergency rescue, etc. Investigation and arrangement usually includes interrelated three parts such as incident investigation, responsibility affixation and aftermath arrangement, the purpose of which is to clarify the facts, find out the casualties and losses, investigate direct and indirect cause of the incident, clear responsibility, formulate and implement corresponding safety reformational measures, emphasizes to obtain information, draw a lesson, summarize the experience and comprehend laws.Based on the connotation of intrinsical safe-rization, the sixth chapter analyzes four aspects of military safety construction such as safety rules and regulations construction, safety devices construction, safety talent construction and safety culture construction. The thesis points out:safety rules and regulations construction mainly includes three terms content such as system construction, mechanism construction and legal system construction. Safety devices construction mainly includes four terms content such as weapon equipment safety devices construction, information security devices construction, important target security devices construction and safety infrastructure construction. Safety talent construction mainly includes three terms content such as training channel construction, training system construction and full-time organization construction. Safety culture construction mainly includes four terms content such as Safety matter culture construction, Safety behavior culture construction, Safety system culture construction, Safety spirit culture construction.The safety assessment module includes two parts:performance appraisal and results using. The seventh chapter has analysed basic program and method of performance appraisal about military safety management, has concentrated on construction the indexes system of performance appraisal under the PDCA pattern, and taken advantage of the analytic hierarchy process (AHP) to weight indexes, has expounded to make effective use of appraisal results by stimulating feedback and performance improvement.Thus, according to hierarchical structure of the functional system of military safety management, the thesis has constructed the PDCA pattern by surrounding of hierarchical decomposition and realization about functions of military safety management.
