Haze pollution has caused the attention of all parties and is becoming more and more important since 2012 China.Therefore,the evaluation of environmental efficiency which resutled from haze pollution has been conc erned by more and more researchers.In this context,deeply study the relationship between haze pollution and economic growth in China,on the basis of traditional environment efficiency research,we put haze into the environmental technology efficiency research framework,measured the environmental technical efficiency and interval environmental technical efficiency in China with the restriction of haze,and then examined the applicability of the environmental kuznets curve under the perspective of environmental technical efficiency.Finally,we explored the correlation degree between haze and its environmental technical efficiency with public health.The principle conclusions are as follows:(1)The average environmental technical efficiency under the constraints of haze was 0.706,the average unconstrained conditions technical efficiency was 0.867.There are obvious differences between them.The environmental technical efficiency under the constraints of haze has a farther distance from the production frontier than the unconstrained conditions technical efficiency.The results show that efficiency evaluation was biased without considering haze constraints based on the Coefficient of Variance test and Wilcoxon Rank Sum test.(2)Overall,there is a great energy consumption,water consumption and haze emission reduction space in China under the premise of without changing input and output.During the sample inspection,on average,the energy consumption saving potential,water consumption saving potential and haze emission reduction were 24.26%,39.16%and 26.49%respectively.Energy conservation and haze reduction should become focus to promote environmental technical efficiency in China.(3)SBM-Undesirable interval model built and applied in this paper enrich the evaluation of technical efficiency.Under the perspective of interval data and haze,interval efficiency measure results show that,during the period of investigation,there are different provinces number in interval DEA validity with the interval DEA partly efficient provinces,the interval DEA effective number of provinces,the interval DEA invalid number of provinces decreasing in turn,the percentage values are 62.22%,29.44%,8.33%respectively.Fuzzy left sorting method show that the number of interval DEA effective provinces was in decline and there has been a different degree of change in sorting according to the transverse section;Interval DEA efficiency years were less and number of effective provinces have decreasing trend according to longitudinal temporal.(4)There was an inverted U curve relationship between economic scale and the environmental technical efficiency under the restriction of the haze,but the meaning is opposite to the traditional Environmental Kuznets Curve.There was significantly positive correlation between technology innovation,trade dependency,regional development level and environmental technical efficiency.But there was significantly negative correlation between environmental regulation,industrial structure,population density and environmental technology efficiency.FDI has negative impact to the environmental technical efficiency but not significant.(5)The empirical analysis results indicate that the environmental technical efficiency under the constraints of haze have a negative impact on public health.On the one hand,the rural resident’s health spending ratio,the Number of Medical and Technical Personnel per 1000 Population,the population density and level of urbanization can significantly enhance the level of public health.On the other hand,we fail to observe that there is a significant relationship between urban resident’s health spending ratio,the level of education and public health.
