Research On The Issue Of War Refugees In The Contemporary World

War refugees are one kind of refugees,mainly refer to those who have fled their homes in order to avoid wars,conflicts or chaos.The war are the direct causes of war refugees,in the history,war had caused a lot of war refugees in many countries and regions in the world and even it can be said that since the war appears,there are war refugees.Since the World War II,although there is no world war such as World War I,World War II,but local wars and conflicts have never stopped.Wars and conflicts caused a large number of casualties and major property losses,but also caused war refugees flows.According to the UNHCR,the number of refugees and asylum seekers in the world in 2016 is more than 65 million,mostly because of war and conflict.There are a large number of war refugees in the contemporary world,with a wide range of distribution and a miserable situation,and the war refugees will caused a series of international problems,which are difficult and important problems facing the international community.The purpose of this paper is through in-depth study of contemporary world war refugees,including the meaning of war refugees,its causes,distributions,influences,and the ways and solutions which the international community should cope with the war refugees,the legal problems of the war refugees,exploring the countermeasures that should be taken by the international community to deal with the problems of war refugees,to solve the problems of contemporary war refugees,and provide countermeasures and suggestions to deal with the problems of war refugees facing China.The research methods used in this paper are the historical research method,literature method,interdisciplinary research method and comparative research method.The author expects by a variety of research methods to all-round,multi angle and study of contemporary world war refugees more deeply,exploring the deep-seated problems behind the war refugee problems,provide more scientific and reasonable,practical and operable countermeasures and suggestions for the international community and China's response to the war refugees.In order to study the war refugees in the contemporary world,it is necessary to make clear the meaning of refugees and war refugees at first.At the beginning of this paper,the author introduces the theory and concepts of refugees,introduces the latest theories of refugees both at home and abroad,defines and interprets refugees and war refugees from the definition.In this paper,the causes of the contemporary world war refugees are divided into two categories,namely "war" and "chaos""."War" includes the outbreak of civil war,international war,foreign invasion and extremist groups attack,"chaos" includes domestic riots,ethnic or religious killings and persecution,a large area of famine,pandemic.The contemporary world war refugees mainly distributed in West Asia and North Africa,sub Saharan Africa,Central Asia and parts of Europe,with strong explosive,large number,strong liquidity,poor living conditions,complex composition,dealing with difficultly and so on.The war refugees are closely related to international relations and international politics.In reality,the war refugees will lead to a series of international issues,including the crimes,causing a series of great impacts and loss on the origin country and received country,bring significant impacts on regional cooperation and global development,threats the regional and international security.The main ways of the current international society to deal with the war refugees are the international community provide assistances to war refugees through the United Nations agencies and other international organizations,some countries provide assistances to war refugees through direct or indirect ways,some countries receive and provide placement to the war refugees,the other bodies of the international community provide assistance to the war refugees through a variety of forms.At present,the main ways of dealing with the war refugees by the international community are three kinds:repatriation,local integration and resettlement.The United Nations has given a high degree of concern to the war refugees,and rescued the war refugees in different periods after the World War ?.The attitude and policy of different countries and regions to handle war refugees are different:In developed countries,it is cumbersome procedures and high demand,it differs in the developing countries,the less developed countries generally hold a tolerant attitude.The contemporary world war refugees issues are closely related to the international law,including the legal rights,the status of the war refugees and the legal problems of war refugees.The rights of war refugees in the perspective of international law includes the right "non-refoulement",the right to rest on the country where they stay,the right exemption of criminal detention or arrest when they don't crime and the right to return to their origin country.The legal problems of the contemporary world war refugees are:some countries have different attitudes and positions on the international conventions and domestic laws related the refugees or can not protect the war refugees for their own special reasons,the war refugees don't have nationality or cannot prove their identities,the law of different countries to reply to the war refugees are different and the war refugees crime in the countries where they rest on.The study of the war refugees is to better deal with and solve the problems of war refugees.This paper discusses the basic path should adhere to solve the contemporary world war refugees,these include the contemporary world should solve the war refugees problems from the root,urge the political parties of the wars and conflicts to solve the problems through dialogues and negotiations,the United Nations and other international organizations should play an important role in international peacekeeping,the international community should strengthen the cooperation in response to the war refugees,the UNHCR should play an important role in dealing with war refugees.In the last part of this article,the author discusses the countermeasures that should be taken by China to deal with the war refugees.These measures include to safeguard and promote world peace and development,cope the possible outbreaking of the war refugees in the surrounding areas of China properly,strengthen the protection of China's overseas interests to maximize the reduction of"interest style war refugees",continue to cooperate and communicate with UNHCR.This thesis is devoted to study the war refugees,and discusses the basic path that should be adhered to in solving the problems of war refugees in the contemporary world.At present,there is no dependent research in this field in our country.This thesis fills the gap in the research field of world war refugees in our country.In addition,this paper puts forward the countermeasures that China should take to deal with the war refugees,forward-looking and innovative,can provide a reference for the related departments of our country to deal with increasingly prominent war refugee problems.At the same time,this paper starts with the new concept of "interest war refugees" and puts forward the countermeasures to reduce "the interests of war refugees" in China.It also has important reference value for the maintenance of China's overseas interests in the new era.
