Based on the practice of agricultural cleaner production,it will be of great necessary to carry out the research on the efficient organization model and mechanism of preventing and controlling agricultural non-point source pollution with scale farmers,scale households and cooperatives in the Erhai basin,which can effectively alleviate agricultural non-point source pollution.This research mainly adopted the method of document research,field investigation,qualitative and quantitative analysis,econometric model and empirical case and so on.Its contents that analyzing the cost-benefit and N input between peasants and scale under the model of rice-garlic rotation system and willing of farmers reducing chemical fertilizer and using organic manure,knowing status of environment-friendly agricultural technology,exploring the influential factors of farmland transfer farmers as well as constituent based analysis of both large-scale membership and typical business model in local planting scale,the optimized mode,mechanism and policy suggestion on agricultural non-point pollution in the Erhai basin were put forward.The main results conclusions are as follows:1.It can be concluded that the moderate-scale rice-garlic rotation planting management in the Erhai basin not only greatly reduced the input of fertilizer N in the production of chemical fertilizer,but also prevented agricultural non-point source pollution from the source.It has changed the mode of agricultural production,actively adopted the environment-friendly mode of planting and management,which prevented and controlled the risk of non-point source pollution,and highlighted the advantages of scale management with gaining higher income.2.It was concluded that farmers' age has negatively related to their willingness to reduce fertilizer devotion while farmers' cognition of organic fertilizer's merits has positive influence on their willingness of adoption of organic fertilizer.Farmers who joined the agricultural socialized service were-has positive significantly influence on their willingness to reduce fertilizer input and use organic fertilizer.Then the promotion strength of farmers to employ organic fertilizer was greater than their willingness to reduce fertilizer.Therefore,more attention be paid to encourage farmers to participate the agricultural socialized service which help offer high-quality service and necessary information for farmers,what's more strengthen publicity and training can increase farmers' cognition of organic fertilizer function,which were beneficial to choose organic fertilizer.3.The big farm size and enhanced perception on environmental protection had significantly positive relation with farmers' adoption of more environment-friendly agricultural technologies.Secondly,compared with farm size,perception on environmental protection posed greater influence on technology adoption.In addition,farmers" willing to improve living environment also helped to adopt more environment-friendly agricultural technologies.4.An empirical study of farmers' willingness in farmland transfer in the Erhai basin indicated that49.87% of the interviewed peasants were willing to transfer farmland in the Erhai basin compared with the average proportion of the 17.8% in the whole nation(China),Age of householders,cognition ofhazard fertilizers to excessive use and the attitude of policy on national farmland transfer have positive and significant correlation(P< 0.01)relationship on the farmers' willingness to transfer,while others factors have no significant on the farmers' willingness to transfer.The degree of influence was as follows: the attitude towards the national land transfer policy(X10)> farmer's cognition of the harm of excessive use of pesticide and chemical fertilizer(X8)> the age of the owner of the household(X2);the other variables had no significant influence on the farmers' farmland turnover intention.5.The analysis of agricultural scale organization based on game theory showed that model of "enterprise + cooperatives + base + farmers" has some advantages in promoting agricultural industrialization and operating stability.At the same time,combined with the analysis of typical rice-duck organic farming models in the Erhai basin,the operational mechanism of the best organization mode was obtained.Finally,eight policy suggestions for agricultural scale prevention and control were put forward.
