| With the continuous development of the economy,in the past 20 years,population migration to large cities has become a common social phenomenon across the world.What follows is the problems of "big city malaise",including population expansion,traffic congestion,high house price,and the difficulty of getting the medical service.The causes of "big city malaise" are numerous,but the root cause as follows: Traditional social management and service methods fall behind the times.The requirement for government services,which is generated in the process of enterprise development and in people's life are not met efficiently in an easy way.Therefore,it is urgent to find a new way of social management and service to adapt to social and economic development.With the continuous development of the information technology,building a smart government has provided a new way for changing social management and service methods.Smart government is called the next generation of e-government.The rapid development of information technology provides the technical support for the building of a smart government and makes it possible to realize smart social management and service.Although the building of the smart government is still in the initial stage in China,in Dubai,Australia,Singapore and other countries,good results have been achieved in building the smart government.From a global perspective,in different countries and regions,the ways of building the smart government are different.However,they focus on some same areas,for example,information collaboration.Government information collaboration refers to the information exchange initiated by two or more government departments to meet their own needs and joint completion of information activities of a same governmentaffair through the information exchange.According to the Research Report of the National Information Technology Standardization Technology Committee,the government,enterprises and users all believe that "cross-department business collaboration","unified planning and guidance of the government" and "information resource sharing and integration" are the main driving forces of building China's smart government.In reality,problems such as insufficient information sharing between different government departments and low level of information collaboration are common.Information collaboration has become a bottleneck that restricts the building and development of the smart government in China during the current stage.In view of this,this paper focuses on the in-depth research of the smart government information collaboration network structure based on the democratic governance theory,coordination theory,information entropy theory,group wisdom theory,and information ecology theory using theoretical research,empirical research,qualitative research and quantitative research methods.By tracing the existing research results in some fields such as smart government,service-oriented government building,information collaboration,and satisfaction,we have learned the research hotspots and trends of research fields related to information collaboration of the smart government,and defined building of the smart government information collaboration network structure model as the core of this research.The specific content is described as follows:Chapter 3 Identification of the Smart Government Information Collaboration Network StructureThis chapter studies the identification of the smart government information collaboration network structure.Firstly,the web crawler method is used to grab public government files on official websites of the government as data sources,and the method of named entity recognition is used to identify the node(government name)data in data sources and the node relationship(information cooperative relationship between different government departments)data.Secondly,based on the node data and node relationship data,the visualization analysis software is used to identify the smart government information collaboration network structure in the emergence stage of our country.Finally,the method of combining social network analysis and information entropy is used to analyze the nodes,node relationships,and node information synergy strength that have a strong influence on the structure of China's
