Abstract/Summary:
The basic theme of this dissertation is that public administration plays an effective leading role in the process of implementing social and economic development plans. The overriding importance of the administrative system in this regard stems from its unique environment. In the developing countries in general the public administrative system represents the most organized body responsible for initiating, financing, promoting, and supervising the implementation of development.;Public administration in the context of development in Saudi Arabia is the major case of this study. At the outset an attempt has been made to explore the role and importance of administrative development and reform and to examine some major aspects of the administrative thought, in general, as they contribute to the modern development. In this case the environmental factors believed to influence the public administration, including political, economic, and cultural sides, are discussed. The evolutionary process of the administrative system in the Kingdom, its growth pattern, scope, jurisdiction, and administrative reform measures, their institutions and objectives, are explored. Further, reference to some substantive aspects of administrative development, emphasizing their importance to expedite and responsibly carry out a program of comprehensive development, are provided in a form of a summary complementing this study. . . . UMI.;With such a prominent role, however, it is widely recognized that some major constraints facing the developing countries in their development drive are of an administrative origin. It is believed, at such setting, that effective and lasting social and economic development is primarily dependent upon the availability of an expert, dynamic, sincere, responsive, and goal-oriented public administration. Emphasizing an administrative development program to upgrade the quality and quantity of the product of the administrative system seems a necessary step towards an overall national development. The gap between planning and implementation of a development plan would be minimized to the extent that the administrative system is developed. Implementing a policy of administrative reform for development is a major approach towards achieving a more favorable administrative standard.
