With the continuous promotion of medical system reform in China,hospitals that acting as a provider of medical services,have become the core part of the reform.Enterprise Affiliated Hospitals are an important component of the supply side of medical care system in China.These enterprise-owned hospitals known locally as enterprise affiliated hospitals(EAHs)have been providing their employees and their dependents with disease-prevention and health-care services.For a long time,EAHs were subordinate welfare departments of enterprises,relying on their parent company’s financial support,so that they were lack of effective incentive,competitive capacity,technological innovation and service quality.In the process of state-owned enterprise reform and medical system reform,EAHs are gradually loss of competitive in the medical service market,and currently facing difficulties during further development.So that the reform of EAHs is not only the needs of the hospitals themselves in order to seek sustainable development,but also an important step of state-owned enterprises reform,even the health care system reform.Therefore,to analyze and summarize the reform process of EAHs and identify the current status of EAHs will be helpful to formulate the further reform progress,to efficiently utilize and revive the existing medical resources.This paper firstly reviews and summarizes the four stages of the reform of enterprise affiliated hospitals.Then identify the reasons of EAHs’ rises and falls,which include lack of competition and incentive mechanism,the unclear boundary of ownership and management,less systematic management functions,excluded by the government health care system construction,and lack of reasonable development plan.This paper then puts forward the historical significance of the EAHs’experience to the reform of China’s public hospital reform and even for the reform of other country’s medical systems.With the comparable analysis of the current situation among EAHs,public and private hospitals,including the number,size,personnel and operation management,it helps us understand the position and function of EAHs in China’s health care system.According to SWOT analysis and the Porter Five analysis model based on the objective data of the EAHs,it identified that EAHs need to improve the management efficiency,clarify the market segmentation and target population,join the regional hierarchical health care system or medical group,and expand the financing channels.As important health care services providers,EAHs should be paid more attention to improve operation efficiency particularly with limited financial resources.This paper adopted DEA-Malmquist method to estimate operational efficiency of EAHs,as well analyses the influencing factors of efficiency using Tobit model.The results show that the operation efficiency of EAHs is low,and the higher the hospital level,the higher the efficiency of pure technology and the lower the scale efficiency.It is also crucial to pay attention to focus on the utilization efficiency of subsidies in order to create a fair competitive environment for medical market.Besides,the results show that there is no significant difference between the efficiency of EAHs before and after the reform.The influencing factors of the performance of reform will provide alternative paths for the further reform.Based on the previous analysis of the development strategy and operational efficiency of EAHs,it pointed out that the participation of social capital in hospital reform is in line with the needs of the sustainable development and operation efficiency improvement of EAHs.This paper analyzes the internal and external environment of social capital involvement in EAHs’ reform using PEST analysis,and provides scientific basis for social capital involvement in hospital reform.This paper also provides some typical samples that social capital participates in EAHs reform.This paper analysis the possible problems related to social capital involvement in EAHs reform and also puts forward some potential solutions for them.It is hoped that based on the research of this paper,it can provide some useful reference for the reform of EAHs,and also theoretical basis for the reform of state-owned enterprises and the healthcare system.
