With the development of space information technology and its deeply application, "Digital City" has become the subject of urban inf ormatization construction. Along with the development of the societ y and economy, especially since reforming and opening-up, our cou ntry has achieved great achievements in every respects,but also faci ng new opportunities and challenges at the same time.So in order t o meet government comprehensive management efficiency and raise the level of public life, further improving the city informatization 1 evel appears especially urgent.While the construction of "Digital cit y" is its important constituent and forms, and the construction of " Digital City " in essence is to establish the city information servic e and sharing system,using the fundamental geographical spatial dat a as the core.In 2006, National SMC has launched "Digital City Geographica 1 Space Frame Construction Demonstration" project, This paper laun ched researchs on this background,and take digital ChangSha geo-sp atial frame construction project as a study case. The main contents researched in this paper are as follows:1.Based on analysis of Cha ngSha informatization present situation, Study and design the overall systematic frame, function structure and database structure of Chan gSha public service platform;2.Depending on the analysis of the bas ic geographic information data, using the ETL technological theory, according to the geographical entity extraction rule, Design data extr action, processing, substantiate algorithms;3.Analyze geocoding techn ology,Construct standard address model combined with the ChangSh a actual fact,and design the improved doorplate interpolation algorit hm based on existing matching algorithm;4.Analyze the basic princi pie of the tiles map technology, Realize the tile cut map and servic e releases of the geographical entity data.The primary research results of this paper are as follows:1.Ba sed on SOA structure concept, the paper have designed the architec ture structure, operation structure, function structure and database str ucture of the digital ChangSha geo-spatial framework public service platform.2.The paper have designed and achieved the data extracti on, processing algorithms and the improved doorplate interpolation a lgorithm, and the suitable conditions of the algorithm are given.3.Th e paper have realized tile map generation, update and service releas e, using the ArcGIS Server.4.Through invoking the data service,have realized the spatial query, spatial analysis, network analysis functio n of GIS.At last, through the performance test, it identified that the platf orm has reached the expected design requirement.
