With the spread construction of digital city in the national scale, constructing an uniform geographic information public platform for the city become very necessary, it can provide a real-time and stable geographic information services to the government departments and social public, this greatly promote the extensive use of geographic information resources. The geographic information public platform can provide basic, public application services and expand spaces for various special application, so more and more departments urgent need to build special systems which have theirselves-characteristics based on the geographic information public platform.This paper has three main parts.First, based on the NewMap software, this paper studies the framework designs of the geographic information public platform for digital city , presents a design scheme which has four-layer framework: running support layer, data layer, service layer and application layer, and then detailed designs the data layer, service layer and application layer. Among them, the data layer is designed from the data hierarchical organization ,map expression, multi-scale seamless integration, tiles and elements integration organization to discuss the organization of the public platform data, through them, this paper presents a sharing model which based on the Web services of NewMap Server to solve the sharing problems of the distributed multi-source heterogeneous spatial data. In the service layer, as the REST style not only closer to the network's basic feature, but also suitable for publishing the geographic information services, the service layer designs a kind of geographic information Web services framework which meets the REST style and adapts to concurrent environment, and proposes design flow. This layer also realizes the typical geographic information services, through three levers service registration center: State-Province-City to provide a new way for solving the service discovery and locate problem.In the application layer, this paper discuss the current WebGIS RIA mainstream implementation technology: Ajax and Flex, on the basis of NewMap, discuss four application mode which are Online Map, Zero Codes,Secondary Development and Standard Service for the geographic information public platform.Second, according to the MVC software design pattern, the paper proposes a new method that uses components to structure the model dynamicly to improve the original pattern. And based on NewMap, the paper uses this new method to design and realize a visualization online assembled tool for the client application system which named NewMap ZeroCodes.Last, this paper applies the framework designs of the geographic information public platform for digital city in the construction porjects of Digital Taiyuan and Digital Jiaxing, and solves the problems of data access, update, integration and management, so as to realize the maximum resource utilization.
