The Data Envelopment Analysis On The Efficiency Of Finance Support For Agriculture

At present the construction of new socialist countryside is an important step to construct the welfare society in rural areas. The development of countryside economy and an increase in the income of farmer are the central link of the construction of new socialist countryside. Finance which is the centre of modern economy plays an important role to develop the economy of countryside and increase the income of farmer. When the situation of financial resources allocation makes difference the financial function to develop the countryside economy and increase the income of farmer is different, which means the efficiency of finance support for agriculture makes difference. It has more significance for us to study how to improve the efficiency of finance support for agriculture. Therefore, this dissertation will research the efficiency of finance support for agriculture by normative analysis and empirical analysis.Firstly based on the analysis of the theory of rural finance development and the financial efficiency, this dissertation builds the analytical framework of financial efficiency. Also it points out that the efficiency of finance support for agriculture is a comprehensive judgment between financial coverage, the sustainability of financial organizations and the welfare situation of rural areas. Finally we analyzes the present situation of the efficiency of financial support for agriculture from rural finance organization, financial instrument, interest rate mechanism of financial market to the credit environment of the rural finance, which is based on the analytical framework of financial efficiency.The empirical part of this dissertation is based on factor analysis to select the input and output index. Then it uses the DEA model to measure the efficiency of finance support for agriculture of regions in our country. The results show that the production efficiency of finance support for agriculture, pure technical efficiency and scale efficiency aren't efficient in our country. At the same time large difference exists between regions. The production efficiency and pure technical efficiency in the east region are significantly higher than middle and west regions, also the difference between eastern provinces is smaller than middle and west regions. The difference of scale efficiency of finance support for agriculture between east, central and western region is small. Finally based on the projection analysis of the DEA model, the dissertation draws out the input redundancy and output inadequate which lead to the non-efficiency in finance support for agriculture. From the above analysis it puts forward some advices to improve the efficiency of finance support for agriculture, which includes fostering competition in rural financial markets, developing and innovating the rural financial products, gradually promoting market-oriented interest rate in rural areas and optimizing the external environment of rural financial development.
