A Study On System Designing Of Land Subsidence Hazards Mitigation Strategy In Hang-Jia-Hu Area

The Hang-Jia-Hu area is one of the most concentrated of population and most developed areas in China, and is also severely affected by land subsidence. The results of land subsidence in Hang-Jia-Hu area have been intimidating the environment balance and accelerating environment depravation. Therefore, it deteriorates the quality of circumstance of human being, influences the resource, environment, economy and society harmonious development. The natural reason of land subsidence in Hang-Jia-Hu area is that heavy exploitation of groundwater for a long time brings on water table decline, but the essential reason is the incomplete system of water exploitation and using.The study on system designing of land subsidence hazards mitigation strategy is the core of the paper. Considering the reasons and the bad effects of the serious land subsidence in Hang-Jia-Hu area, the comprehensive and effective measures on institution structure for solving and mitigating land subsidence are suggested. It comprises three aspects, human and resource, human beings, and resources.Based on the study, the government of Hang-Jia-Hu area should strengthen the society policy design and institutional innovation for radically solving and mitigating land subsidence. Thus, the harmonious sustainable development society will be built, and the real harmony of nature and human will come true.
